1. Summary of Requirements / Description of Work: Repair and maintenance services of weapons and weapon systems. The TTH Delivery Team, part of the UK Ministry of Defence (MoD), hereafter referred to as the Authority, has a requirement to provide In-service Support to the Guided Weapon System (GWS) 60 (also known as Harpoon). GWS 60 is installed on 13 (thirteen) Type 23 frigates, 3 (three) Type 45 destroyers and 3 (three) land-based reference systems.
In-Service Support will involve the following activities:
Technical Support
Spares Provisioning
Storage of Harpoon equipment
Strip, Survey and Repair Services
Technical Document Management along with associated Project and Risk Management activities.
Support is required from 01/01/2022 until 31/03/2024, with an option to extend in one-year increments (to a maximum of three) at the Authority’s discretion. Any resultant contract will be placed ahead of this date to ensure support can be provided from the date specified and will endure slightly beyond the Out of Service Date (OSD) to ensure effective contract closure.
The Harpoon Missile Canister and the Harpoon Missile are out of scope of this requirement. There is no requirement for removal or disposal activities in relation to the Weapon System or Missiles at its declared OSD. There is also no intention to extend Harpoon beyond its declared OSD of Dec 2023 and this contract has no bearing on any future Surface to Surface Guided Weapon (SSGW) contracts or competitions.
Due to handling restrictions only UK companies will be eligible for this requirement. Delivery of In-Service Support will require handling and management of ITAR controlled information and material. Technical document storage and management will require List X Facility Security Clearance. The successful Contractor will need Suitably Qualified and Experienced Engineers who are UK nationals and hold relevant Security Clearance (SC Clearance is required).
The Cyber Security Risk Rating for this requirement is ‘Low’ for the purposes of DEFSTAN 05-138 and DEFCON 658. Risk Assessment Reference: 4NCA8XHP

In the event that two or more suppliers are tied, and the tie would increase the number of invited suppliers to more than six (6) the Authority reserves the right to invite more than six (6). The DPQQ will close on 03rd March 2021 at 13:00, no further expressions of interest will be considered after this date.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs).
