Why the work is being done We are looking for support for the Fixed Networks (FN) Integrated User Services (IUS) Fixed Voice (FV) Programme to deliver and manage critical outcomes relating to the remaining IUS projects to meet quality and performance criteria within a challenging timeframe (before March 2022).
Support the IUS Programme in the management of the IUS Fixed Voice Secret (FVS) migration in UK & Cyprus, FV(S) Boundary Protection Service (BPS) (O&S); Auto Call Distribution, Fixed Voice Official (FVO) Session Border Controller (SBC) Q20 Migration & Video Conferencing Tech Refresh.
Problem to be solved The IUS Programme is in a critical phase of delivery and has been severely impacted by the COVID-19 pandemic, meaning that the programme has fallen behind on its delivery targets by 9-months. However, the programme must deliver its outcomes by the end of the contract period (30 September 2022).

Working arrangements Work onsite 4/5 days a week in Corsham as agreed with the Hiring Manager in order to support Programme all of their activities.
Currently with Covid19 until the foreseeable future all activity is likely to be remote.
Security clearance Minimum Valid SC clearance must be in place prior to the contract starting and for the duration of the contract.
Additional terms and conditions Key personnel will require minimum of three years’ experience within the last three years in a Project Management role with a similar sized organisation.
Project Management and Administration capability – minimum APMP/MSP Practitioner.
More detail will be provided at the tender stage, for suppliers that pass the shortlisting stage.
Further contractual conditions may apply, these will be confirmed later in the tendering process.
Buyers will use the essential and nice-to-have skills and experience to help them evaluate suppliers’ technical competence.
Essential skills and experience
Demonstrate with evidence recent working experience(s) within last three years of supporting delivery in a large-scale IT Environment / Project (150k+ users) in accordance with APMP/MSP methodologies and principles (10%)
Experience of working within Defence within last three years, demonstrating understanding of Project Manager role and responsibilities, implementation of Agile methods and in-depth understanding of programme and project processes (10%).
Evidence clear understanding/experience within the last three years of managing and monitoring a multi-site migration activity with cross-departmental dependencies; ability to develop migration approach/plan; develop & utilise a tracker(s) (25%)
Provide evidence of the ability to work in a self-structured, project-based technical environment working across all levels of the business. (15%)
Demonstrate recent experience within last three years of using core project management qualifications, demonstrating experience of working within methodologies and principles (specifically APMP/MSP) (15%)
Nice-to-have skills and experience
Demonstrate experience of working with Defence and Defence Partners in last three years, understanding how ICT integrates with military operational posture (15%)
Demonstrate experience of across Defence Joint Service Publications, including specifically, JSP604. (5%)
Demonstrate previous working experience in last three years of through life management capability, specifically service support requirements from ELS to Live service (5%)

Evidence/explain how you have provided Project Management Delivery to enable an organisation to continue the route to full rollout and adoption of policies and templates within delivery areas (20%)
Evidence your ability to mobilise your team quickly and to flex up and down resources to meet the demand of the project, whilst ensuring quality and consistency (5%)
Evidence Communications and Stakeholder Management operating at all levels collaboratively (10%)
Supporting CV’s – These should not be included in the main proposal word count but should be a maximum of 500 words and no longer than 1 page (10%)
Evidence and Relevant, recent experience of developing stakeholder engagement/communications plans (10%)
Evidence and explain how you have understood and incorporated project requirements whilst ensuring the results remain generic for the business (10%)
