4. Description: SEACAMS2 is a West Wales and the Valleys Operation with two beneficiaries, the lead partner the awarding authority. SEACAMS2 supports Specific Objective 1.2 by developing economic opportunities in Low Carbon, Energy and Environment through specialisation in commercial application of research and innovation in marine renewable energy, climate change resilience and resource efficiency, by transforming the capacity for translation of research to commercial applications in the marine renewable energy and resource efficiency sectors. It aims to enhance the Welsh Government’s smart specialisation strategy for enhanced economic impact by aligning low carbon marine/coastal research strengths with regional commercial opportunities.
SEACAMS2 is required to commission a Mid-term and Final external evaluation of the project to report progress to the project sponsors. The evaluations are essential to measuring and monitoring how successful the project is to date in meeting its aims and objectives and whether it is making a difference to businesses in the marine renewable sector. We are seeking to appoint a contractor with previous demonstrable experience in conducting project evaluations of similar scale, in particular European Regional Funded Projects. The tender is to appoint a contractor to undertake both evaluations. Progression to conducting the Final Evaluation is subject on successful completion of the Mid-Term Evaluation.

Total quantity or scope of tender
The Mid-Term evaluation will be undertaken in the period 01/07/19 to 17/08/19 and the Final evaluation will be undertaken (if mid term evaluation has been successfully complete) at a date to be confirmed but no later than March 2020 given the confirmed project extension to July 2020
