Short description of requirement: As per the MORPHEUS programme, the MoD is considering a future Multi-Mode Radio (MMR) requirement that will be a software-defined combat net radio capable of operating across a broad range of frequencies, from 30 – 2000MHz, to deliver point to point, networked or Mobile Ad Hoc Network (MANET) communications. It will make use of differing waveforms and cryptographic standards and cyphers to achieve secure communication effect, enabling simultaneous voice and data transmission in both Line of Sight (LOS) and Beyond Line of Sight (BLOS) roles. It will be used in operation on the man (dismounted) and on the platform (mounted) whilst deployed across a broad spectrum of operational and climatic conditions.

The MoD issued a Request for Information (RFI) on the 28th November 2019 to understand what products are currently available on the market. As part of the second phase of Early Market Engagement, the MoD now wishes to provide the opportunity for contractors to provide a presentation to MOD representatives to enable greater understanding of the technical capability available. For those contractors not wishing or able to provide a presentation of the capabilities they may still request the Supplier Visit pack and respond to the questions within it in order that MOD can better understand the capability available.

This RFI does not represent a commitment by the MoD to launch any formal procurement procedure. The MoD is currently reviewing procurement options as part of internal approvals and any information received is Subject to Contract. Any responses received in response to this request will be treated in confidence and will not be taken into consideration in any assessment in a future procurement process. For the avoidance of doubt, a failure to respond to this Request for Information shall not prevent a supplier from taking part in the future procurement process. All suppliers will be treated equally in any such process.

Background to LE TacCIS and MMR

The purpose of the Land Environment Tactical Communications Information System (LE TacCIS) Programme is to achieve information superiority for UK commanders in the Land Environment through better information exploitation between formation headquarters and individual troops. This will be achieved through delivery of improved tactical communications and information communication services, integrated across Joint and Allied Force elements, including interoperability with NATO and Combined, Joint, Intergovernmental, Interagency, Multinational partners.
The MMR capability will provide secure man-portable Beyond Line of Sight (BLOS) / Tactical Satellite (TacSAT) and Tactical Surface-to-Air (S2A) equipment for the Land and Maritime Environments. Enabling Joint Effects through Air-Land Integration, MMR will facilitate Command and Control (C2) and Battlespace Management (BM) across Defence and enables direct NATO tactical interoperability. MORPHEUS is a Sub-Programme within the LE TacCIS Programme delegated to Army HQ to deliver; it will deliver the next generation of tactical communications and information systems. The MoD will consider requests for supplier visits, but this will be dependent on the availability of MoD representatives at the time of the request.
