1. Summary of Requirements / Description of Work: Marine services. The Ministry of Defence (MOD) requires Marine Superintendency Services (MSS) in support of its ship chartering function. The deployment of the Marine Superintendents shall be at the discretion of the Designated Officer (DO) but they are to be available at 24 hours notice to deploy to any location worldwide (deployment will predominantly be at Southampton Marchwood Port). The range of cargoes to be shipped include but are not limited to: general cargo and materials, frozen foods in refrigerated containers, all classes of International Maritime Dangerous Goods (IMDG) cargo, inert missiles, miscellaneous military equipment, all types of military vehicles (including armoured and tracked), boats, aircraft and heavy plant. Cargoes are containerised where possible and Marine Superintendents are expected to be familiar with any specific national and international regulations governing the stuffing of containers. An indication of the volume of work that Marine Superintendents may be engaged in is in the region of ten (10) tasks or activities per year. However the contractor must note:
(a) The Authority does not guarantee the Contractor any level of business as the number of tasks mentioned above is for planning purposes only. The actual number of tasks presented to the Contractor may be greater or less than this estimate.
(b) The simultaneous requirement for Marine Superintendents will, on occasions, be in excess of two (2) and during intense operations in excess of six (6), but these occasions will be rare. Where such a requirement occurs, then subject to the availability on in-house Marine Superintendents, the Authority shall reserve the right to utilise this asset on a ratio to be mutually agreed with the contractor.
No business whatsoever is guaranteed under any resulting framework agreement or contract indeed there is no guarantee that any framework agreement or contract will be put in place in relation to this notice. No compensation etc. will be paid if a tender or resulting framework agreement is withdrawn for any reason. Bidders should take part in this process only on the basis that they fully understand and accept this position.
