1. Summary of Requirements / Description of Work: Information technology services. The UK Ministry of Defence has a requirement to provide a mission critical, highly secure, Infrastructure as a Service (IaaS), hosted within MOD data centres, with the option for small deployable nodes. The supplier will need to provide a rich IaaS service including community and private clouds, dedicated compute and dedicated storage services together with provision of new and take-on of existing data centre networks.

The services are expected to be procured over a number of phases. The initial phase, likely to last from contract award to March 2020 is estimated to have a value placing it in Category E1 (£4.5M to 10M), but the later phases, to be procured via agreed priced Options, are likely to take the total value to Category D (£10M to £20M). Optional priced capacity extensions may inflate this by a further 50%.

Please note that the dates provided above for the tender exercise are indicative only. Contract award will be subject to funding and approvals. The optional extensions of time or capacity will be at the discretion of the Authority and shall be exercisable upon written notification by the Authority on terms stated in the Invitation to Tender.

This Contract will be for an initial period to March 2020 which following anticipated approvals will be increased to a term of thirty six (36) months with two (2) twelve (12) month extension options.

Due to the security classifications and timelines surrounding this project the Authority requires that all interested suppliers complete and return a non-disclosure agreement prior to being provided with a copy of the full PQQ. Note that the office will be closed over the Christmas and New Year period so if you require the PQQ documentation before the New Year please submit your NDA, with scanned signature, by 19 December. Otherwise it will be sent out as soon as possible in after 02/01/19. Please note that the deadline for submitting your response to PQQ is 12:00 noon on 31/01/19. The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.

The Authority reserves the right to incorporate a Security Aspects Letter into the contract, in addition to other security related Terms and Conditions. The Authority also reserves the right to amend any condition related to security of information to reflect any changes in national law or government policy, whether in respect of the applicable protective marking scheme, specific proactive markings given, the aspects to which any protective marking applies or otherwise.

Those suppliers which are successfully down selected should have List X or Provisional List X status by issue of the Invitation to Tender documentation and will require it by Contract Award. The Authority reserves the right not to take forward any Applicants who do not hold List X or Provisional List X status by the point of Contract Award.    

The Cyber Risk for this requirement has been assessed as HIGH in accordance with the Defence Cyber Partnership Cyber Security Model.

The Authority reserves the right to amend any condition related to security of information to reflect any changes in national law or government policy. If any contract documents are accompanied by instructions on safeguarding classified information (e.g. a Security Aspects Letter), the Authority reserves the right to amend the terms of these instructions to reflect any changes in national law or government policy, whether in respect of the applicable protective marking scheme, specific protective markings given, the aspects to which any protective marking applies, or otherwise.

Advertising Regime:- This procurement is exempt from the application of the Public Contracts Regulations 2015 (PCR) and the Defence and Security Public Contracts Regulations 2011 (DSPCR) pursuant to Regulation 7(1)(a) of the DSPCR and Article 346(1)(a) of the Treaty on the Functioning of the European Union, in order to protect the essential security interests of the UK.  The obligations, rights and remedies under the PCR and/or DSPCR therefore do not apply to this procurement.
