Northamptonshire County Council (NCC) (The “Authority”) wishes to invite tenders for the supply of services in respect of social care provision in Prisons in Northamptonshire. The successful potential provider(s) will be responsible for providing this service and liaising closely with the Contract Manager identified by the Authority.

Main site or place of performance:The services will be provided in all current/future prisons in Northamptonshire as well as any licensed accommodation. Currently, services are provided in HMP Ryehill and HMP Onley.
II.2.4) Description of the procurement
Following the introduction of the Care Act 2014, prisoners have the same rights to adult social care services in prison, as the general population in the community, where they are assessed as eligible. Northamptonshire County Council (NCC) invites tenders/proposals for the provision of Social Care within prisons in Northamptonshire. The key aims of the service will be to support the individual to achieve the following outcomes:

— “I understand my health so I can make good decisions”
— “I get the treatment and care which are best for me and my life”
— “I am treated with dignity and respect”

— “I want to die with dignity and respect”
— “I am able to live well within the Prison regime”
Please note the “Estimated Value” stated encompasses current and future spend. The services will be provided in all current and future prisons within Northamptonshire as well as any licensed accommodation.
Currently, services are provided in HMP Onley and HMP Ryehill, with the latter accounting for 80 hours per week (x2 care and support workers, therefore 160 hours in total), paid Personal Care and the former 0 hours (at the time of Tender publication).
It is anticipated that within the lifetime of this Contract, a further prison will come on stream (HMP Wellingborough). Mobilisation of any future prisons will be discussed and agreed upon between the Authority and the Provider at that time.
The appointed Provider shall deliver the service across all prisons in Northamptonshire, with various commissioning and co-commissioning bodies. This service specification will provide the basis and consistency for discussions with all appropriate parties in the different arrangements.
The maximum hourly rate for delivery of personal care in Prisons will be 22,00 GBP per hour per care and support worker. 2 care and support workers must be assigned to each hour of personal care, therefore the maximum hourly rate for delivery of personal care in Prisons will be not more than 44,00 GBP per hour in total. This maximum rate is agreed to enable the requirements of specific skills and expertise and allowances for additional clearances when operating in the prison setting.
The agreed hourly rate will be inclusive of all costs and out-of-pocket expenses, including but not limited to mileage claims, all Personal Protective Equipment (PPE) etc. No claims for additional costs will be accepted. The Authority reserves the right to review the hourly rate.
Please note: the Authority reserves the right to reject any tenders that are over budget (for the hourly rate) without further evaluation of the tender. The Authority will expect and assess Potential Providers on their ability to achieve the outcomes of the specification with as low an amount as possible from the budget.

The Authority will evaluate as follows:
A Technical assessment worth 70 %. The weighting of each question within the Award Questionnaire is visible in the summary of online questions in ProContract. The Potential Provider’s response to each question will be evaluated and scored a maximum of 3 marks as per the matrix in the ITT Guidance Document.
A Commercial assessment (pricing) worth 30 %. Full details can be found in the ITT Guidance Document.
