Shelters. The Ministry of Defence has a requirement for a deployable, modular and scalable shelter system or family of shelters that can be used either individually or in combination. The shelters currently require a detachable internal electrical cabling management and lighting. For a small percentage of the shelters, environmental control units/systems may be required. Ideally, the shelters (and shelter components) need to be lightweight and compact to allow safe carriage by 1 to 4 persons to load and unload safely from vehicles. The shelters are required to be set-up and struck down quickly using manpower only. The shelters are to provide a working environment only (e.g. office, medical) and not domestic accommodation (e.g. sleeping). This new project, titled Manoeuvre Shelters (Man-S) partly replaces Canaba, a former Defence project.

The purpose of this Prior Information Notice (PIN) is to invite industry to register its interest to participate in a preliminary market engagement (PME) exercise in order to gauge market interest in fulfilling the requirement, assist in the development of acquisition options and support the development of procurement models. This is an information gathering exercise only, where interested parties are invited to respond to providing either part of, or the whole capability.
Please note that any potential equipment solutions will be expected to follow the open architecture approach under DEFSTAN 23-013, version 2, Generic Base Architecture (GBA).

The aim of open architecture is to improve operational effectiveness, reduce integration risks and the cost of ownership by mandating and applying the appropriate interface standards and design constraints. A demonstration of open architecture for Deployable Infrastructure is taking place at the Defence Vehicle Dynamics 2018, Millbrook, Bedfordshire on 19 and 20.9.2018. There is a cost to attend the DVD (which will be borne by industry visitors) Interested parties are encouraged to attend this event to learn more about the open architecture approach, however, attendance is not compulsory to partake in any preliminary-market engagement for ‘Manoeuvre Power’.

The PME is expected to be conducted via a questionnaire that will be issued in due course. Industry should not expect to assign significant resource into the upcoming exercise and any responses should be based on solutions that are already in-service.

All work completed in response to the PME is at industry’s own risk. The PME exercise will not represent a commitment by the Authority to launch any formal procurement procedure, nor does it indicate that the Authority has decided on its procurement options for this requirement. Furthermore, any participation in the PME exercise does not guarantee that you will be invited to participate in any future tender exercise; should the Authority run a competition for this requirement then participants will be selected via the normal routes (e.g. Pre-Qualification Questionnaires).
