Prior Information Notice for Awarding authority Early Market Engagement Event; Resilience portfolio for the specified location This is a prior information notice (PIN) only: publication and call for competition will only be conducted once scope of work is fully defined and approved. Awarding authority intends to hold two early market engagement events during the month of August to discuss specific future programme requirements in Nepal. The first will cover; Disaster Resilience – improvements to urban building and planning for disaster prone urban centres, and safer schools And the second event will discuss; Climate Smart Development and Disaster Resilience – joint monitoring, evaluation and learning, and policy and institutions facility. The UK Government is in the final stages of developing the next 5 year plan for support to Nepal. The focus will likely include scaled-up support for climate smart development and disaster resilience. Overall, the two programmes will focus on the following: The “Strengthening Disaster Resilience in Nepal” programme will build resilience to disasters at both a national and sub-national level, particularly in relation to earthquakes. The programme will support urban centres to build and plan more safely and will improve the earthquake resilience of school buildings. It will strengthen the national capacity to respond to crises and ensure the international community is prepared for large-scale emergencies. The “Climate Smart Development for Nepal” programme will aim to accelerate climate resilient and low carbon development in Nepal. The programme will invest in activities that build the resilience of remote rural communities, flood management, urban resilience planning, the off-grid renewable energy sector, and energy efficient brick making. Subject to Business Case approvals, Awarding authority intends to publish a number of new competitive opportunities in the coming months to fulfil part of these commitments. Awarding authority will be hosting two early market engagement events relating to the above named programmes to share more detail on the services required should these programmes be approved. The main objectives of the events are to provide the market with an update on the current context in Nepal, to share information on the proposed new programmes, and to provide opportunities for suppliers to comment on the intended design or procurement approaches. We wish to seek market feedback on the feasibility of the proposed delivery options and to discuss both any challenges and opportunities the market may identify. The events will take place in the week commencing 1st August 2016 in the form of a two hour session held between DFID Nepal and 22 Whitehall, London: • 3rd August 09:00 UK time (please arrive by 08:45) – Disaster Resilience urban building and planning, and safer schools • 5th August 09:00 UK time (please arrive by 08:45) – Climate Smart Development and Disaster Resilience – monitoring, evaluation and learning, and policies and institutions Further details concerning the event will be advised on the Awarding Authority Portal in due course, along with further summary information on the scope of each programme. Awarding authority will deliver a presentation covering the various facets of the planned programmes and pose questions to attendees on the proposed outputs and delivery channels, as well as answering questions from partners. Parties interested in attending the event(s) must register interest via the Awarding Authority Supplier Portal. The Portal provides a Survey Monkey Link which suppliers should use to register details of those who will attend the EME event(s) clearly stating whether the intention is to attend in London or Kathmandu. Please register details of attendees no later than Friday 29 July at 12 noon UK time. The Awarding Authority Portal will be the main communication channel moving forward (). Suppliers are therefore encouraged to keep up to date with the Portal over the coming weeks as further information may be added here in due course. We are happy to receive questions in advance, which Awarding authority will respond to at the event. We have also consultation questionnaires on the website below for each of the events which would ask suppliers to complete and return by E Mail to Maureen Scott, Maureen-Scott@dfid.gov.uk Contract Officer, DFID East Kilbride by 12 noon UK time on Monday 1 August. The discussion’s headlines will also be published after the event on the Supplier Portal. We will not disclose the source of the questions and answers. Due to space restrictions, only one attendee per interested party can attend, being in either Whitehall or Kathmandu.
