This advert is a call for Expressions of Interest (EOI) in completing a Pre- Qualification Questionnaire (PQQ) for the following F35 works requirement. The requirement is the Authority is looking for a Bidder to become a Prime Contractor for the F35 Aircraft Beddown Programme at RAF Lakenheath in Suffolk. The outline scope of the works will include mission critical and non-mission critical components.
This Notice invites interested parties to complete the attached Dynamic PQQ regarding the F35 Beddown Programme. The PQQ will be evaluated upon submission and a short list of Bidders will be prepared for going to Tender Invitation. The number of Tenders will be a minimum of 3 but no more than 5.
The F35 Beddown Programme involves construction and renovation for a number of buildings and infrastructure projects up to 25 buildings, examples being 6 Bay Flight Simulator, Squadron Operations/Aircraft Maintenance Unit and Hangars, Parking Aprons, Parts Store, Infrastructure, Fuel System Bay, Wash Rack/Corrosion Control, Dormitory block. There will also be a requirement for Demolition, adaption and alteration of existing buildings. The F35 Programme is estimated to be in the value range of between £180 – £250M. Additionally, the following services may also be required including Programme Management, Risk Management, Value Engineering, Project Planning, Construction Project Management in supporting Defence Infrastructure Organisation in the delivery of construction work for an F35 Aircraft Beddown Programme.
Using Competitive Negotiated procedure and potentially using NEC3 Option C Process, the Prime Contractor will be responsible for the design and build of the Main Campus Mission Critical elements (approximately 5 buildings) of the programme with a view to completing this element by November 2020. The remaining Infrastructure will follow as funding becomes available.
Experience required for this Programme of work is on 4th generation Fighter Aircraft Platforms, experience on 5th Generation platforms would be beneficial.
There are a number of specialist requirements that may have an impact on this Programme and the PQQ highlights potential considerations for the programme such as List X /High Security elements for specific elements of the build programme, the need for a Technical Assistance Agreement (TAA) with Lockheed Martin and the requirement for 4th Fighter Aircraft Generation Platforms experience and Airfield Certification.
There are a number of high security elements within the programme which must comply with ICD 705 and will limit employees to personnel from US/UK and EU Nationals (excluding ex-Warsaw Pact Countries).
