PSNI require continuous technical Software licensing Support for its Oracle Databases and based on the uncompetitive nature of this market requires them to establish a Direct Award Contract. Where competition is absent for technical reasons. regulation 32. 2. b. ii. There are derogations under the regulations to award a contract to a single supplier where the supplies or services can only be supplied by a particular supplier.
