BAE Systems Maritime – Naval Ships, (the Purchaser) seeks to procure electrical cable for the Royal Navy?s new Type 26 GCS (Global Combat Ship). It is anticipated that the T26 GCS class will consist of up to 8 ships.

This bulletin is intended to provide a brief overview of the potential procurement of this item, and the initial mechanisms associated with any forthcoming ITT (Invitation to Tender). These mechanisms include submission of both an EOI (Expression of Interest) and PQQ (Pre-Qualification Questionnaire).

SCOPE
The Purchaser reserves the right to change specifications and / or strategy, or cancel any procurement at no cost or risk to the Purchaser. Any submissions are entirely at the risk of the supplier.

The Supplier will provide a solution against a Technical Requirements Document alone, which will be provided by the Purchaser. No additional specifications or drawings will be provided. It is expected, though not entirely necessary, that the Supplier will already have identical or similar products in their portfolio.

The Type 26 GCS ? PROCPACK/0069 – Cable

is to comprise:

Pos.1
Name – Cables to NATO Stock Numbers (Group 1)

Description – Cables to NATO Stock Numbers shall be manufactured to Naval Standards. These cables shall be Limited Fire Hazard (LFH), of zero halogen type and manufactured in accordance with Def Stan 02-526, Def Stan 02-527 and Def Stan 61-12 Part 25 & Part 31.

Quantity/Ship – Approx. 71 Cable Types with a combined length of 150,500m.

Remarks – The cable types and required lengths will be specified by purchaser upon expression of interest.

Pos.2
Name – Cables to Commercial Standards (Group 2)

Description – Cables to Commercial Standards shall be Commercial off the Shelf (COTS) types. These cables shall comply with the requirements of Lloyds Register Rules and Regulations for the Classification of Naval Ships January 2014, Volume 2, Part 10, Chapter 1, Section 11.5. Relevant standards acceptable to the Naval Authority may also be proposed.

Quantity/Ship ? Approx 44 Cable Types with a combined length of 143,500m.

Remarks – The cable types and required lengths will be specified by purchaser upon expression of interest.

Pos.3
Name – Variant of NATO Stock Number Cables (Group 3)

Description – These cables are designed to similar standards as NATO Stock Number Cables (Group 1). However, the contractor shall advise the proposed sheath material.

Quantity/Ship ? Approx. 72 Cable Types with a combined length of 306,500m.

Remarks – The cable types and required lengths will be specified by purchaser upon expression of interest.

Note:
For all items:
– A metre marker shall be printed at each metre length on the outer sheath of each cable.
– The contractor shall demonstrate that all cables supplied meet the requirements of Lloyds Register Rules and Regulations for the Classification of Naval Ships January 2014, Volume 2, Part 10, Chapter 1, Section 11.5 or other recognised certification.
– The contractor shall provide an individual data sheet for each cable type delivered. The cable details within these sheets shall be populated within a Microsoft Excel spreadsheet by the cable contractor to allow population of a cable management database and shall be supplied prior to order.

SUPPORT ADDED VALUE SERVICE
The Purchaser will look for an added value service acquisition and support solution that will be assessed on the basis of whole life cost and availability of parts. The scope of support services may include;

– Technical support data
– Obsolescence management

The support service is expected to commence at the time of equipment delivery.

E-TENDERING / EXOSTAR
The Purchaser uses an eSourcing toolkit to enable its sourcing activities to be conducted over the Internet.

Any organisation wishing to engage in tender activities, including initial EOI and PQQ activities with the Purchaser, must follow these steps;

1 – Register with EXOSTAR
2 – Submit your Expression of Interest (EOI) by email and within the EOI timescale in the TIMESCALE Section below.
3 – Submit your completed PQQ form In EXOSTAR before the PQQ deadline in the TIMESCALE Section below.
4 – Join the Tender Process if invited (Instructions will be provided).

STEP 1 – Registration with EXOSTAR Source Pass

To register on Source Pass, visit the Portal?s Login Page at

then click on ?Register for Exostar Supplier Membership ?
and complete the online registration form. When registering your company, you should only select the SOURCE PASS product, for which there is no charge. The entire process should take no more than 10 minutes and need only be completed once. Passwords are issued via email, normally within 2-3 working days.

STEP 2 – Submitting an EOI via email

Once you have registered on Source Pass and intend to submit an EOI for the described equipment you must send an email to;

The email must contain the following details:
the procurement package name and iBoM number (in the email title)
your organisation?s name;
your contact?s email address;
your contact?s name;
your contact?s telephone number;
your organisation?s Exostar ID number (EXO?)

Your email must arrive no later than the EOI deadline stated in the TIMEFRAMES Section below.

STEP 3 – PQQ Down-Selection

In parallel to the EOI a Pre-Qualification Questionnaire (PQQ) will be launched in order to qualify organisations for any subsequent tendering process.

Organisations who submitted their EOI within the timeframe stated below will receive details of how to access the PQQ in Exostar Source Pass.

The PQQ response will be used to evaluate risk, capability, innovation and other factors (e.g. the potential for grouping and other strategic opportunities) that might influence the Type 26 procurement strategy.

Please note that all potential suppliers are being assessed solely on their responses to this PQQ through Exostar SourcePass; there is no other intervention. We strongly advise you to ensure that you allocate sufficient time and effort to fully answer the PQQ questions. Your responses to the PQQ questions will be the only information we use to select which suppliers will subsequently receive ITT packs.

STEP 4 ? Invitation to Tender (ITT)

Subsequent to assessment of PQQ responses, the Purchaser may down-select suppliers who will then receive an Invitation to Tender (ITT) pack, including instructions for joining any e-tender.

Responses must be delivered in accordance with the dates below. Any responses received after these date will not be considered. Timeframes are likely to fluctuate and future dates provided as soon as possible:
