The current contract for Construction work for houses in Belfast is projected to end on 14/4/2017 and may be available for re-tender.The current contract for Construction work for houses in Belfast included a framework agreement for all of Northern Ireland which will set out the headline terms under which a minimum of 6 and up to a maximum of 8 economic operators will be appointed according to their tender scores (as more particularly described in the tender documentation)and subject to sufficient eligible tenders being received. Framework members will have the opportunity to tender for all of the work required in each of the geographic areas specified in the tender documentation in accordance with the terms set out therein and works contracts will be awarded for delivery of the works in those geographic areas in accordance with the terms of the tender documents and framework agreement.The works required under the framework agreement will be divided into lots. There will be 6 initial lots, reflecting the works outlined below, in 6 geographical areas across Northern Ireland. There may, during the course of the framework agreement be further works not included within the initial Lots award including, without limitation, for the Additional Works defined below (“Additional Lots”).Tenderers are however asked to note that (subject to the exceptions set out in the contract documents):(a) no framework member will be awarded more than 1 of the 6 possible contracts for the Initial Lots;(b) whilst framework members may be awarded further contracts for Additional Lots in accordance with the terms of the contract documents, no framework member will be permitted to concurrently carry out contracts for more than 3 lots (whether Initial Lots and/or Additional Lots) at any point during the term of the framework agreement;(c) no framework member will be permitted to perform concurrently lot contracts (whether for Initial or Additional Lots) which, in aggregate, exceed 4/3 of its highest turnover in the last 3 years;(d) notwithstanding the foregoing restrictions, in exceptional circumstances and on a temporary basis to provide emergency coverage, a framework member may be required to provide the works in an area adjacent to its lot in return for payment of the framework member’s applicable lot prices for the lot in which it is providing the works.The works required under the framework agreement will be construction related works substantially in relation to the following types of planned maintenance and improvement schemes (which schemes will mainly be carried out to the dwellings and property of the Contracting Authority but such work may on occasions include work to offices, commercial properties, private dwellings and private property). This does not include works to buildings which exceed four storeys (i.e. ground, first, second and third floors), which are specifically excluded from this procurement.The works will mainly be carried out during Normal Working Hours but at times requested by the Contracting Authority, successful contractors(s) may be required to carry out works outside these times. External Cyclical Maintenance, In Shell Kitchen Replacements, Miscellaneous Internal Alterations (including Bathrooms), Single Element Maintenance or Improvement Schemes (including Kitchen Extensions), Electrical Rewiring, Decanting.During the term of the framework agreement, additional construction related works may also be required in relation to other domestic scale work required by the Contracting Authority, including, without limitation, in relation to the following schemes: Multi-Element Improvement Schemes, Environmental Improvement Schemes, Office accommodation Improvement Schemes (the “Additional Works”).The schemes specified above will usually relate to occupied dwellings and in some cases to dwellings occupied by persons with disabilities and special needs. The works generally required under each lot will be undertaken under the terms of the lot contract (a copy of which will be provided to tenderers at invitation to tender stage), however the specific works required for a scheme will additionally be governed by the terms of a works contract, which will be entered into by the parties in accordance with the terms of the lot contract.Tenderers should note that the Contracting Authority does not commit to calling off any lot contracts and/or works contracts in relation to the schemes identified above, and reserves the right to call off Additional Works or advertise its requirements for such Additional Works under alternative arrangements. In the event that the Contracting Authority decides to call off such Additional Works under the framework agreement, it will do so byway of a mini-competition between Eligible Framework Members, as further described in the Tender documents.A description of each scheme type and the Contacting Authority’s requirements for the work(s) to be delivered by the Framework Member awarded the lot contract for each Lot will be substantially as detailed in the framework agreement, the lot contract and more particularly as detailed in the works contract for that Lot.
