4. Description: Following recent engagement work NHS England is looking to secure providers to deliver a comprehensive veterans? mental health service across England.

Providers must be capable of delivering the service across a wide geography which may include via a lead or prime contractor model. Providers must also demonstrate how they will link with appropriate and relevant third sector organisations to ensure that the needs of veterans are met.

Future veterans mental health services should provide:
– A single point of contact that accepts and makes referrals so that the appropriate care and support are accessed in a timely and responsive manner;
– A quick response triage approach that prioritises on the basis of clinical need and potential risk using evidence based protocols, within a stepped-care model that includes appropriate onward referrals services;
– An effective response to disclosures and identification of serious mental illness and fast tracks patients into the appropriate services and undertakes risk assessments as part of this;
– A working hours single point of contact service for health and social care professionals that provides evidenced based professional advice on the management of veterans with acute mental health difficulties and assists in guiding providers on the most appropriate initial treatments, including referral pathways;
– A range of ways to provide patient advice and care models, such as live-video, text and email as an addition to face to face consultations;
– Adopts a partnership approach with the MOD to provide an in reach service for serving personnel who are approaching discharge in order to:
* Complement the mental health first aid service, by providing a support information pack for all, including education on recognising the early signs of mental health illness and who to contact for support and care.
* Agree a care plan that ensures continuity of care where mental health issues already exist.
* Liaise with the appropriate local authority and or charities to ensure there is appropriate family and carer support in place.
* Provide a lead co-ordination role in providing a package of care in partnership with state and third sector agencies to deliver a coordinated service in line with veterans? needs and maximise the value of the investment.
– Where appropriate, provides directly delivered evidenced based psychological therapies such as (IAPT) services (to replace / augment / support existing IAPT services) to stabilise patients and refer on to other services based on clinical need. This is to include elements of the care management of veterans with problems surrounding substance misuse, especially alcohol.
