Engagement process description
This is a Preliminary Market Engagement Notice (UK2) issued to inform the market of early engagement activities in relation to a potential future requirement for the Compliant and Ethical Collection, Recycling and Disposal of Petrol, Oils and Lubricants (POL).
Participation in this engagement exercise:
• Is voluntary
• Will not be formally evaluated
• Will not confer any advantage or disadvantage in any future procurement
• Is being undertaken solely to help the Authority understand market capability, capacity, and potential delivery approaches
The Defence Recycling and Disposal Team would like to engage with industry to better understand the options available for the provision of a compliant, safe, and efficient POL collection, recycling, recovery and disposal service.
The figures below provide an indication of throughput under the current contract and are intended to support suppliers in understanding the scale, consistency and potential of the requirement. They are provided for information purposes only and do not constitute a commitment or guarantee of future volumes or demand.
Based on a typical 12-month period, approximate activity levels are:
• Total number of taskings: 560
• Total volume of POL (all types): 8,950,000 litres
These volumes demonstrate a steady and sustained level of operational activity, providing a strong and reliable baseline for service delivery. The Authority anticipates an ongoing requirement of this nature and is seeking to establish a collaborative, long-term relationship with supplier(s) capable of supporting evolving operational needs.
The contract offers opportunities for suppliers to add value through efficient delivery models, innovation and continuous improvement, particularly in response to fluctuating demand and operational priorities. Suppliers are encouraged to propose flexible and scalable solutions that enhance resilience, optimise performance and support future growth in the requirement.
The Authority requires a Contractor(s) to provide a compliant, safe and efficient service for the collection, transport, treatment, recovery and disposal of POL waste arising from:
• Military land establishments (bases, depots and airfields)
• Naval vessels (alongside, dockyard and afloat operations where applicable)
The service shall ensure full legal compliance, environmental protection and minimal disruption to operational activities.
The Authority is undertaking this market engagement activity to:
• Understand market capability and capacity
• Identify compliant and innovative waste management solutions
• Gather input on commercial models and delivery approaches
• Inform a potential future procurement strategy
Supplier Industry Engagement Event and One-to-One Sessions
The Authority previously undertook an Early Market Engagement (EME) exercise through a Request for Information (RFI), which closed on 1 July 2026. To complement this activity, the Authority will host a Supplier Industry Event via Microsoft Teams on 28 July 2026, from 10:30 to 11:15 BST, providing suppliers with a further opportunity to engage and gain additional insight into the proposed procurement
The purpose of the event is to:
• Provide an overview of the requirement and anticipated procurement approach
• Outline the Authority’s key commercial, operational and sustainability objectives
• Share information regarding the scale, scope and potential future requirements
• Encourage supplier collaboration, innovation and early engagement
The event will be open to all interested suppliers, regardless of whether they have participated in any previous engagement activity. Those Suppliers that have responded to RFI will be contacted directly.
One-to-One Supplier Sessions
Following the industry event, the Authority will offer optional 30-minute one-to-one engagement sessions with interested suppliers on 28 and 29 July 2026.
These sessions are intended to:
• Provide an opportunity for suppliers to raise questions and seek clarification
Further details regarding registration and scheduling will be communicated to interested suppliers.
The Authority may share anonymised findings from the engagement activities to support transparency and equal access to information. Suppliers should clearly identify any commercially sensitive information provided during the engagement process.
The Authority reserves the right to:
• Amend or discontinue this engagement activity
• Use information gathered to help inform any future procurement
• Publish further engagement opportunities or notices as appropriate
This notice is not a call for competition and does not commit the Authority to commence any procurement process.
