4. Description: The Awarding Authority invites suitably experienced contractors to tender for the provision of Environmental Response Services, consumables and specialist consultancy in support of the Sizewell C (SZC) Project.
The requirement covers reactive and proactive preparedness for environmental incidents across terrestrial, foreshore and marine environments, including training, planning, drills, asset provision and compliant waste management.
Tenderers may bid for all Lots or individual Lots.
Lot Structure
The package is divided into the following Lots:
Lot 1 – Temporary Construction Area (TCA), Main Construction Area (MCA), Ancillary Construction Areas (ACA)
Lot 2 – Avonmouth Port
Lot 3 – Lowestoft Port
Lot 4 – Harwich Port
Lot 5 – Offshore / Marine Works
Where Lots are awarded to multiple contractors, the Authority expects full collaboration between appointed parties to ensure seamless response across boundaries.
Role of the Appointed Contractor(s)
The appointed contractor(s) will play a critical role in minimising environmental risk to the SZC Project and in strengthening CWA’s capability to manage spill materials and waste safely, compliantly and defensibly.
The scope includes, but is not limited to:
Initial emergency response to environmental incidents, including mobilisation of all necessary equipment, plant and personnel
Investigation and assessment of affected areas (e.g. de briefs, soil and water sampling, waste classification)
Delivery of training modules, tabletop exercises and minor / major drills in coordination with CWA operations
Site mapping, risk analysis and preparedness planning for relevant areas
Routine planning calls and site visits to maintain readiness
Waste management of spill arisings, including compliant transport, treatment and waste reporting
Lot specific responsibilities, detailed within the technical scope
Joint working with other response contractors to manage cross boundary or multi environment incidents without gaps
Current Arrangements (Contextual Information)
CWA currently maintains an interim contract for inland and terrestrial incidents only.
This arrangement:
Covers the SSSI within MCA/TCA boundaries
Does not provide foreshore or marine emergency response capability
Does not include specialist marine assets or marine spill containment and recovery
There is therefore no formal provision presently in place for:
Foreshore spill response
Marine spill containment and clean up
Marine specific emergency response assets
This tender seeks to establish a fully integrated and scalable solution.

About the buyer’s selection process:
Sizewell C Limited, hereinafter referred to as SZC, is proposing to construct a 3.2-gigawatt nuclear power station in Suffolk (Sizewell C) to provide reliable low-carbon electricity.
The purpose of the CompeteFor platform is to allow suppliers to express interest in upcoming packages at SZC and where required provide information regarding certain minimum requirements to ensure that we identify those who are deemed to be competent to provide the Works/Services to register their interests. The supplier is provided opportunity within the supplier statement to highlight any mitigating circumstances and lessons learnt that may be required to be shared with SZC based on your answers to the mandatory questions.
If required we reserve the right to request further information with respect to the information provided within the supplier statements.
At its sole discretion, SZC reserves the right to utilise these supplier statements to amend the scoring to the mandatory questions if the organisation can appropriately demonstrate that they have implemented learning and appropriate mitigations.
Depending on the details/answers you will be providing, a long list will be created and if selected, you will be invited to take part in the Pre Qualification (PQQ) process. PQQ documentation will be made available for download by suppliers through the Group Procurement Portal (GPP).

SZC will be the Employer for the works/services detailed in this opportunity. The selection to participate in this opportunity, whether following a prior pre-qualification or not, does not alone signify approval of a Tenderer.
