Summary of Requirements / Description of Work: Repair and maintenance services of helicopters. The MoD intends to place a contract for a 4 year duration (including options) with LFD Ltd for the repair, overhaul and re-certification of the MoD?s existing supplies of the UK MoD Lynx Mk 8 and Mk9a (lead user), Puma 2 and Sea King Mk7 Dual Mode Landing Lights, (DMLL). It is considered that this contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the UK Defence and Security Public Contracts Regulations 2011) for technical reasons.
The Luminator DMLL are required for the UK Lynx Mk 8 and Mk9a , Puma 2 and Sea King Mk7. The Luminator DMLLs are the only DMLLs currently cleared according to Military Aviation Authority (MAA) standards for use on the UK MoD Lynx aircraft. To introduce DMLLs from another company, to be used alongside the current stock of DMLLs, would, given the fact that the Lynx is due to be out of service in 2018, introduce disproportionate time, expense, operational risk and technical difficulties in relation to training required, MAA approvals necessary and publication of technical documents. It is considered that the time taken to obtain the necessary approvals is disproportionate to the remaining in-service period of the Lynx.
It is considered that only LFD Ltd can deliver the contract requirements. This is because although they are not the manufacturers of the DMLL, they are the designers of the IR lighting component of it and have the design knowledge, technical information of the critical parts of the DMLL which is not held by other manufacturers. Re-certification of the DMLL as being airworthy, in accordance with Military Aviation Authority Requirements, will only be obtained if repairs and maintenance are carried out by LFD Ltd.
