4. Description: The Subcontractor provides all management, people, equipment, plant and materials, and any other resources necessary to carry out and complete surveys and design in relation to the FIRE STOPPING of various holes and penetrations at the specified location Baggage System assets.
The Subcontract Scope includes but is not limited to:
Singular service penetrations (in existing and/or new substrates)
Multiple service penetrations (in existing and/or new substrates)
Cable and Pipe transit systems to associated sealing blocks and sleeves
The design of Fire Stopping systems/products to meet the requirements encountered.
Formal recording/scheduling of all penetrations.
In respect of items 4) and 5), and as part of the process, the Subcontractor shall produce their own builders work hole (BWH) schedule to carry out a comprehensive review of the design. The template for the schedule is to be reviewed and agreed with the Contractor. The schedule will include, but not be limited to, the following:
Unique BWH ID’s
Fire Rating Required
Locations
Dimensions / Shape
Substrate type and dimensions
Services Passing through penetrations – Type, size, singular, multiple etc
Firestopping details proposed – Manufacturer, product(s)
Manufacturers Standard Details referenced, or Fire Engineering Assessments (if applicable) referenced in lieu of Standard Manufacturer Tested Details

Supplier selection will be based a Value Scorecard assessment toolkit.
The Value Scorecard approach will facilitate the Contractor’s evaluation to understand the suitability of the tendering suppliers using variable weightings for categories, such as Technical capability, Heath & Safety, Quality, Environmental and Sustainability, People, Commercial, and Price.
All suppliers will be required to undergo Costain Supplier Onboarding, (Business Assurance), and due diligence checks as a precondition to any resultant selection for and award.

Costain have secured the Framework with Heathrow as a Tier 1 Delivery Partner (Main Contractor) to deliver parts of H7 Main Project Partner (MPP) and Asset Replacement Project (ARP) programmes.
This opportunity relates to the MPP programme and specifically the construction of the new building that will house the new baggage system.
