Project objective
The NATO Communications and Information Agency (NCI Agency) is currently involved in the implementation of new project for IT Modernization – ITM Recovery Increment 1. This project is compiled of 14 individual work packages (WPs) which will need to work in coordination with one another, in order to synchronise deliverables and work schedules. The requirement for this notification is WP 12.b-User Migration and Transition to Operation.
The main effort of WP 12.b will contain:
User migration that includes the preparation and execution of moving users from their current NS End User Devices (EUD) to new ON EUDs so that they can continue to operate in their roles with minimal disruption.
Transition to Operation which is the end-to-end set of activities that lead to the successful move from legacy to new NS environment and user operational acceptance including the decommissioning of legacy hardware/software assets. This is a fundamental phase which links all the ITM Recovery Increment 1 deliverables that enhances operational capabilities direct to the customer and user.
Scope of Work
The NCI Agency has a requirement for subject matter experts to support the IT Modernization WP 12.b – User Migration and Transition to Operation.
Under the coordination of the NCI Agency Point of Contact or delegated staff, the Contractor team will:
consolidate/harmonize List of users and GOLD DATA• consolidate/harmonize black-out periods• test the planned user migration approach (Alpha and Beta tests) and mitigate experienced issues and iterate the User Migration Strategy accordingly. The intent is to carry out a test run of the migration approach and schedule with an agreed site and small set of representative users. This will enable any issues to be rectified before the first set of users migrate. The test run will be facilitated by the Contractor team in conjunction with other key NCI Agency stakeholders including a selected CSU and group of volunteer users.;• Distribute and communicate user migration guidance;
provide briefings to the users that will explain the upcoming IT upgrade, new devices and user migration details;
execute site survey
produce site survey reports
connect EUDs to power and network
execute Pre-User Migration Checklist
address any shortfall related to the “readiness for user migration”
support users in the migration activities
assist with the Smart Card activation kiosk set-up
assist and support with Smart Card activation
ensure user signature on the SecOps agreement (user account request) form
assist and support with the AD objects update (user rename, security group membership and the like)
support users in transition activities to the new NS network
disposal of classified devices/material based on security regulations
provide How-to Guidance to the users
execute post–transition checklist
provide early life support
The successful bidder will be required to handle and store classified information up to the level of NATO RΞSTRICTED. In addition, contractor personnel will be required to work unescorted in Class II Security areas. Therefore, access can only be permitted to cleared individuals. Only companies maintaining such cleared facilities and the appropriate personnel clearances will be able to perform the resulting contract.
