EOI for designing, technical support and supervision of the establishment of an ocean observation system.
The objective of the project is to establish a world-class and secure Ocean Observation System (OOS) Oceanographic Data Centre (ODC) to facilitate ocean data acquisition, analysis, ocean modeling and research.
The consulting firm will be engaged for 28 months to secure:
ocean observation system receiver (ground station for receiving satellite data) and analytical equipment including integrated dashboard, watch cycle monitor, advanced data reception and analysis system software as well as automatic real time data QC system
OOS network and security equipment
HPC and non-HPC computing and storage equipment
operational and data sharing software
data centre services
capacity development/training arrangement
OOS/data centre physical infrastructure
buoy laying vessel service for buoy installation
Scope of works:
The consulting firm must be composed of experienced team members with previous experience in establishing an ocean observation centre or hydrology observation centre according to the Global Ocean Observation System (GOOS) framework and UNESCO-IOC best practices and guidelines. The engaged firm will provide the overall advisory roles and guidance to the authority in setting up National Oceangraphic Data Centre/National Ocean Observing Centre.
It will:
provide the overall strategy, advice and guidance to the authority to establish organizational ocean data acquisition system (satellite, radio, GPRS, others), quality management systems for the delivery of oceangraphic and related data, products, services and costing
develop or use existing best practices for the management, exchange of, and access to marine data and information, including international standards, quality control and appropriate information technology;
access capacity development needs and identify client’s requirement, prepare tender documents and establish capacity development plans in line with organisational needs as NODC/NOOC
provide technical and commercial advice on the NODC/NOOC overall setting up that is physical and space, biology, chemical, environment, geological, data centre, hydrography, data integrity and significance, legal aspects, system development and limited to the above for authority to establish functional and the highest accuracy of NODC/NOOC
provide necessary training (awareness and skills) on hydrography, positioning and geodesy, classroom and onboard
provide QAQC (real time and delay time) to the data (during acquisition, processing/interpretation and reporting)
advise on technical specification on oceangraphic related system and equipment
conducting training (awareness and skills) on the oceanographic and related field on the related system and equipment
share know how on operating on the oceanographic and related field on the system and equipment
