II.2.4) Description of the procurement
The intention of this contract is to provide MOD with a National Accreditation of a Six Sigma program with embedded knowledge transfer using live project examples. The process will be embedded via Thought Leadership and will use the Shingo model but focus on utilising existing MOD systems and tools.

in the Official Journal of the European Union
The procurement falls outside the scope of application of the directive
3.Explanation
Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union
is lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive:
Regulation 32 b) ii applies as the Supplier being awarded this contract are the only supplier in the UK who hold Shingo accreditation. In order to achieve Shingo accreditation the suplier was required to demonstrate the degree to which leaders focus on principles and culture, and managers focus on aligning systems to drive ideal behaviors at all levels. This focus is unique is the most rigorous way to determine whether an organisation is fundamentally improving for the long-term. The requirements and deliverables of this contract will utilise the principles of Shingo which allowed the supplier to gain this accreditation.
