DCOS Capability Development (CAPDEV) wants support to provide administrative activities for its cyber branch.
CAPDEV acts as the Supreme Allied Commander Transformation’s Director for guidance, direction and co-ordination of the activities and resources of the Capability Development Directorate. CAPDEV is responsible to:
Identify and prioritize Alliance capability shortfalls from short to long term, along a continuum of holistic capability development.
Lead the determination of required capabilities and prioritization of shortfalls to inform the delivery of materiel and non-materiel solutions across the Doctrine, Organization, Training, Material, and Leadership, Personnel, Facilities and Interoperability (DOTMLPFI) lines of effort to enable a holistic approach to capability development, ensuring improved interoperability, deployability and sustainability of Alliance Forces.
It wants people to support on a daily basis the administrative activities of the cyber branch.
The cyber branch responsibilities are but not limited to providing information and knowledge management of the Cyber Coalition exercise.
The candidate administrative assistant will support the branch staff in further developing (under direction of the exercise director and deputy exercise director) the Cyber Coalition administration including the information sharing portal, the documentation of the exercise planning, event planning and task management. In the mid-term, the candidate will contribute as well to the development of contents for those and other products, such as the Exercise Specification (ExSpec), First Impressions Report (FIR) and Final Evaluation Report (FER).
Duties/Role/Tasking
Under the direction and guidance of the Programme and Technical Director, the selected contractor shall be responsible for the following tasks:
Support the Exercise Director in managing information for Cyber Coalition within an accessible sharing system for exercise planners, stakeholders, and training audience.
Assist the Exercise Director in the planning, coordination, and execution of all Cyber Coalition conference and meeting events, to include, but not limited to, managing registration and clearance requests for all event attendees, event coordination, and event agendas and schedules.
Support the Exercise Director in managing the tasking and deliverables for Cyber Coalition planning and development. To include contributing to the staffing and development of products such as the Exercise Specification (ExSpec), First Impressions Report (FIR) and Final Evaluation Report (FER) and Feedback processing
Support the Exercise Director in managing the Cyber Coalition planning and development schedule. Interacting with nations and ensuring knowledge management / information accessibility across all exercise participants.
Support to the MEL/MIL setup, operations, maintenance and execution to CCXX using JEMM (Joint Exercise Management Module) or equivalent tool.
Interact with other NATO organisations and national representatives and Industry to gather and complement required information.
Perform additional tasks as required by the Exercise Director, Deputy Exercise Director, and COTR related to the labour category.
You should have the following qualifications
post secondary education, diploma programme or degree in Information Computer Technology (ICT), Computing Sciences, computer networking or related discipline.
computer and Microsoft Office skills including MS Word, Excel, Sharepoint, Powerpoint, and equivalent applications.
3 years in the last 10 in the field of administrative management and reporting skills.
demonstrate a working knowledge of NATO operational exercise development and planning skills, including execution of exercises via Master Events Lists and experience with supporting tools such as JEMM.
SharePoint administrator and end user experience; must be able to setup portals in order to ensure appropriate Information Knowledge Management (IKM) practices are employed.
strong organisational, planning, and written and verbal communications skills.
You should have NATO secret security clearance, or a national equivalent.
You should:
be able to demonstrate you have analysis and problem solving skills
have familiarity with the NATO IKM policies
demonstrate the desire to work in a team and solve problems in a group environment
have working experience and or knowledge concentration in Cyber Security or Cyberspace Operations preferred
The work will be carried out at HQ SACT, in Norfolk, Virginia.
In general, some travel is anticipated for this contract, and in the event of a requirement for contractor travel, ACT will pay travel and per diem costs in accordance with the NATO Financial Regulations.
