have a factory made cab chassis
be able to carry 1 driver and 5 passengers
have a high pressure hose reel, a 2-section ladder, external lockers with adjustable shelves, fixed or sliding trays and drawers for stowing firefighting and rescue equipment
be suitable to operate in hot climate and left hand traffic road conditions
be manufactured in 2020 or later
