On-site training courses for HQ staff for 6 P3M courses per year.
This is a request for information.
With the adaptation of the NCS and the implementation of the Counter Fraud and Compliance Directorate GM, there is now an established need for P3M best practices training for HQ Supreme Allied Commander Transformation (SACT) staff.
The number of courses and their specific focuses such as Project level and Portfolio level, have been tested in 2020 and 2021. The official identification of the needs is incorporated in the ACT P3 Management and Capability Delivery Training Directive 20-3.3, 18 Feb 21.
This Statement of Work (SOW) for P3M training has been developed in coherence with the Directive 20-3.3. It provides all the details in terms of content, variety and number of courses needed. Training identified within the directive is described in detail within this SOW.
It is imperative that the levels of quality and consistency of the future training remain as they were in the past 2 years. One provider must be able to provide all of the courses to meet this aim and to maintain coherency throughout the training pipeline.
Provide on-site training courses for HQ personnel for 6 P3M courses per year:
Prince2® – 1 Iteration
Prince2 Agile® – 1 Iteration
Managing Successful Programmes (MSP®) – 2 Iterations
Management of Risk (MoR®) -1 Iteration
Management of Portfolio (MOP®) & APMG Managing Benefits (MB®) – Both Foundation levels combined into 1 week – 1 Iteration

The course planning will be established between the provider and HQ SACT at the beginning of each year. Slight adjustment in the course type to be delivered can be agreed between the provider and HQ SACT during the year. An example is changing the second forecasted MSP® course into a second MoR® course.
5 of the 6 courses will be delivered on-site, in Norfolk, Virginia, USA. One of those courses will be delivered at ACT Staff Element Europe (ACT SEE) located at SHAPE, Mons, Belgium.
The provider will be licenced by AXELOS for each course (by APMG for MB®). They will have a proven record of accomplishment in delivery of on-site courses and consultancy (live course examples) to multinational and international organisations.
The provider should have the gravitas to relate commercial methods to those of NATO in a transferable manner for a multinational audience of various levels of P3M experience.
This is a firm fixed price, deliverables-based contract. Courses will be priced and invoiced individually within the bid on a course cost basis and not per individual participant.
There is a base performance period of 1 Jan 22 to 31 Dec 22, with four 12-month option periods (2023-2026). Courses must be executed in the calendar year of each period.
