Consultancy is needed for building the institutional and regulatory capacity for a regional risk management system.
You should be able to facilitate the operationalisation of a harmonised border management structure in national border agencies, for the OECS Customs Union.
The structure should be efficient, predictable and transparent in managing the import and export of goods into the ECEU area and facilitating free circulation of goods among protocol member states.
You should also be able to assist in enhance risk analysis and management in the OECS Economic Union by:
identifying capacity gaps within customs and other border control agencies to identify and manage risks in their areas of responsibility
developing solutions for strengthening and integrating the institutional and regulatory frameworks of national and regional risk assessment and management functions
