Following an open competition (advertised in the Official Journal of the EU in 9 December 2015), the Police Service of Northern Ireland (PSNI) entered into a contract on 14 June 2016 with an economic operator (withheld for security reasons) for the supply and delivery of furniture, the current contract will expire on 13 June 2021, however it has become unavoidably necessary to continue to maintain the existing services beyond this point for a period of 6 months whilst a new procurement exercise is completed. The PSNI intends to modify the contract in accordance with Regulation 72(1)(b) due to the economic and technical reasons and the substantial duplication of cost and significant inconvenience associated with changing to a new contractor to support the current services whilst the PSNI undertakes a new procurement. This voluntary transparency notice has been published to alert economic operators of the PSNI intentions to modify the PSNI with effect from the 14 June 2021 for a period of 6 months. PSNI intends to launch a procurement competition and award a replacement contract for the PSNI Supply and Delivery of Furniture within the extended period.

II.2.4) Description of the procurement
PSNI carries out a diverse range of roles and functions. To allow police officers and staff to effectively perform these roles, they require the provision of furniture suitable to the range of functions carried out. The functions within each location may include offices, stores, dining rooms, changing rooms, custody suites, conference rooms, etc. The range of furniture includes desks and tables, chairs, cabinets, lockers, storage racks, etc. Whilst most of the items can be specified in advance, the contract will include the requirement for sourcing of individual products. Furniture is required to enable PSNI to comply with their statutory obligations in respect of the Health, Safety and Welfare of Police Officers and Police Staff in the course of their duties. If furniture was not available, officers and staff could not carry out their duties safely or effectively.
