About the work
Why the work is being done Medical Information Services (Med IS) (Programme CORTISONE and Defence Healthcare Delivery Optimisation Programme (DHDO)) require specialist Business Delivery support for the delivery of an Eco-System of Med IS capability to meet the requirements of the Defence Medical Services. CORTISONE is an incremental delivery of new capability that will replace current Services delivered as a combination of individual contracts and a Fully Managed Service. The intent of the DHDO programme is to reimagine and restructure the siloed, increasingly unaffordable and unsustainable model of Defence Primary Healthcare (DPHC) delivery in the Firm Base and leverage proven digital products and services to enable an ‘At Scale’ flexible delivery model of DPHC services across groups of partnered facilities. The Med IS vision is to replace current Services with a collection of Authority supported COTS Applications and Services to meet the need in all global settings. Some capability is being delivered now with further delivered planned once Business Cases are approved from Q2 FY 21/22.
Problem to be solved The Programme needs specialist expertise who can support the team to secure Business Case Approval through the MoD and Cabinet Office processes and then support procurement and delivery activity. The specialist will be required to work with the Authority and its Enterprise of existing contracts to lead/support activities including; Business Case (BC) Assurance and Approval activities, generation of BC Cost Models (including CAAS/CAT approvals), Benefits Management / Realisation, Quality Assurance/Documentation, Governance, Planning, management of Dependencies, generation/upkeep of supporting Artefacts including MDAL, ITEAP, TLMP, Procurement and Commercial Strategies. They will also be required to lead Market Engagement activities pre-competition and provide SME input to scheduled Governance Meetings and Programme Boards. The Delivery Team will also require resources to deliver some of the SAFe Agile roles to lead/support the Programme delivery methodology, eg RTE and Scrum Master with Knowledge Transfer/Coaching to upskill the Delivery Team. Existing team The selected supplier will work with MoD and NHS Crown Servants, Military Clinicians and MoD contractors who are currently providing both client side and supplier side support.
Current phase Not applicable
Working arrangements Following the end of the current Covid Lockdown, the supplier will work onsite at MoD Corsham. The number of onsite attendance days per week will be agreed with the supplier following any contract award.
Travel to other MoD and NHS sites may be required. Reasonable T&S costs may be claimed.
Security clearance SC Clearance must be in place prior to any contract award start date and for the duration of any contract awarded.

Essential skills and experience
Have recent (<12 months) experience of HIS marketplace where you supported your client to make informed choices when developing procurement options and engaging the market with viable commercial propositions.
Have recent knowledge and experience of taking a Programme successfully through the Defence Investment Appraisal and Evaluation process (JSP507 Part 1 and 2)
Have recent experience supporting or leading development of MoD Business Cases including development and maintenance of supporting artefacts and evidence including engagement with the Cabinet Office/GDS Team
Provide an example where you worked with a client to support delivery of a Digital Healthcare Transformation project/programme, shaping the direction and implementation of commercial and procurement solutions
Have experience of conducting pre-market engagement enabling the Authority to validate Requirements with potential suppliers, this would include a working knowledge of CCS and NHS Procurement Frameworks
Have experience of Public Contract Regulations including analysis of procurement options based on meeting requirements, expediency and good VFM for Defence including development of evaluation strategy/criteria
Have recent experience (150 people) multi-disciplinary team responsible for delivering a complex capability to a customer
Provide an example of how you have worked collaboratively with a client to deliver a digital programme, working with multiple stakeholders to add value and proactively overcome challenges
