Reason for Award: Dstl has a requirement for 3 x items of MOTS equipment to support its Counter Terrorism and Security Division.

Justification For Non-Competitive Decision: Dstl has undertaken a full review of its requirements and is proceeding on a single-source basis with the named supplier due to the following:

1) SWIR Ultris camera with multiple (12) spectral channels
The Ultris camera is based on the manufacturer’s propriety design and is therefore a unique piece of real-time multispectral imaging equipment. Following the development of the new Short Wave Infrared version of this camera, Dstl are requesting that the manufacturer provide a device based on our benchmarking SWIR camera platform. The MOTS device will enable Dstl to fully appraise the range of technologies currently in the market place by using a common sensor and common filters. As this device forms part of this evaluation and market survey it by definition is a single source item as an alternative cannot be used to meet the objectives. The proposed supplier of this items are the only official UK agent for the manufacturer.

2) SWIR LightField camera 8.5x afocal telescope with COTS off-axis parabolic mirrors
As an on-going part of an ongoing market survey, evaluation and development of Short Wave Infrared (SWIR) real-time multispectral imagers Dstl is seeking to upgrade one of its existing COTS SWIR multispectral imagers. The modifications to the system will allow longer focal length lenses to be used with the system to extended the range of operation. As the optical system is a bespoke design with the IP owned by the manufacturer, there are the sole OEM that can make the modification to the current system. The proposed supplier of this items are the only official UK agent for the manufacturer.

3) Covert SIG Raman spectrometers
In previous and current on-going research and development contracts, Dstl has developed a range of Miniature Raman spectrometers for material identification and product authentication. These products are termed SIG Raman platforms and were developed to a Commercial Off The Shelf (COTS) level. This contract seeks to purchase a limited quantity of MOTS variants with a reduced set of features for a specific user requirement of stripped down MOTS units. Dstl has undertaken significant market awareness and evaluation and as an output from these efforts the SIG devices a single manufacturer has been identified as capable of delivering this requirement. The proposed supplier of this items are the only official UK agent for the manufacturer.
