ESPO is looking to create a 4-year flexible procurement framework for the provision of mains gas via the wholesale market with ESPO acting as a ‘managed service provider’ buying gas on behalf of local authorities, public and third sector organisations within England, Wales and Scotland in order to translate this into a fully delivered gas price for each individual site. There is no provision for extension of the framework.

III.2.2) Contract performance conditions: This contract will operate on-going contract monitoring procedures following award, to ensure financial stability requirements are maintained.

Any changes will be assessed (compared with a baseline credit rating score obtained at contract award stage) and significant changes or sustained degradation will be investigated.
