Following the success of the North Wales Schools and Public Buildings Contractor Building Framework (NWCF1) and the benefits in procurement time, cost and value added provided by it, Denbighshire County Council (the “Lead Authority”), Conwy County Borough Council, Flintshire County Council, Gwynedd County Council, Wrexham County Council and Anglesey County Council (six North Wales Authorities) wish to continue to have a collaborative Framework to procure regional construction projects, and invite tender submissions from suitably experienced and qualified contractors. Regional lots are included to maximise SME’s opportunities to be part of the framework. The lots will be split into two projects on the Proactis eSourcing portal as follows:
Project RFX WKS1000215REQ:
— Lot 1: West Wales, value band 250 000 to 999 999 GBP,
— Lot 2: East Wales, value band 1 000 000 m GBP to 1 999 999 m GBP.
Project RFX WKS1000216REQ
— Lot 3: Regional, value band 2 000 000 m GBP
— Lot 4: Regional, value band 5 500 000 m GBP to 9 999 999 m GBP
— Lot 5: Construction projects in the value band 10 000 000 m GBP plus
For lots 1, 2, 3, 4, bids can be made for 1, 2,3 lots or all lots but the lots must be adjacent, i.e. 1, 2 and 3, 2, 3 and 4.
Important: if bidding for lot 5, bids for the other lots will not be accepted.
The framework will be available to use by other public sector agencies (Higher Education, Police Authority and Fire and Rescue Services) and be in place for 4 years (with a break clause to review after 2 years.
The Contractor shall ensure that all contracts with Subcontractors and Suppliers which the Contractor intends to procure following the Award date, and which the Contractor has not, before the date of this Contract, already planned to award to a particular Subcontractor or Supplier, are advertised through the Sell2Wales portal (www.sell2wales.gov.wales) and awarded following a fair, open, transparent and competitive process proportionate to the nature and value of the contract.
Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
