Short description of the contract or purchase(s): The provision of Boarding Services for seized dogs to Mayor’s Office of Policing and Crime (MOPAC) comprises of two lots Kennelling Services and Transportation Services.
The service will most likely include dogs that will fall under one of two Sections in the Dangerous Dogs Act 1991. Although provision is made for additional circumstances e.g. prisoners dogs.
Dangerous dogs as defined by Section 1 of the Dangerous Dogs Act 1991 (as amended). This relates to the four specific breeds listed below:
– American Pit Bull
– Japanese Tosa
– Dogo Argentino
– Fila Brasileiro
Offence under Section 1 and Section 3 of the Act can result in the owner of the dog being reported and the dog seized.
These dogs can range from the very friendly to those that can be difficult to handle. Every dog is a potential threat, which can be judged to a certain extent by its history and exhibited behaviour. Service providers will be expected to treat all dogs with the utmost caution and respect.
The Kennelling and Transportation services must be provided seven days a week, including Christmas Day, Boxing Day, New Year’s Day, Good Friday and all Bank Holidays, 24 hrs a day
The contract for this framework agreement is to be awarded to single and/or multiple providers based on the criteria to be published within the Invitation to Tender documents.
The contract for this framework agreement is estimated to commence from 1.9.2014.
The Provision of the service will fall into two Lots:
LOT 1 Kennelling and Veterinary Care Requirements
The Service to be provided under Lot 1 will cover the following:
– The provision of adequate and secure shelter, food, healthcare and veterinary treatment for animals placed in the custody of the kennel.
The construction of the kennels must be of a satisfactory quality and strength to securely house dogs in accordance with The Boarding Establishment Act 1963. Please see the requirements at the following link:<a href=

The minimum number of total kennels spaces required is 290 per annum. The average length of kennel days per dog is approximately 118 days.
The service provider will be required to ensure that a system is in place to ensure the correct identification of the dogs kennelled.
The provider will also be responsible for the health of the dogs whilst in its charge and for ensuring that veterinary care is available at all times of day or night.
The MPS consider that in the interest of animal welfare transportation time for seized dogs from police kennels to contract kennels should be minimised. It is therefore expected that contracted kennelling facilities should be situated within approximately one to one and a half hours drive from WC2.
LOT 2 Transportation of Dogs Seized Requirements
The Service to be provided under Lot 2 will cover the following:
– The collection of dogs seized by MOPAC under the Dangerous Dogs Act 1991 (or other legislation) from a police station or other location within the Metropolitan Police District.
– The delivery of such dogs to contracted kennels or other locations as advised by the MPS.
– The transport of dogs to secure locations for defence examinations under the supervision of a MPS Dog Legislation Officer.
– The transport of dogs (and associated return to home paperwork) to Police station Kennels or occasionally other advised locations for collection by the owner.
– The movement of dogs between contracted kennels as advised by Status Dog Unit.

A large proportion of seized dogs have bitten and injured persons prior to seizure, the provider is responsible for ensuring that drivers/handlers are suitably experienced in dealing with such dogs and are provided with the necessary approved equipment and training to assist in their role.
The estimated total number of collections per annum is 2 250 and the average mileage per journey is 90 to 110 miles.
