II.2.4) Description of the procurement:
The East Riding of Yorkshire region is split into four weather domains, within which there are ten weather stations. The manufacturer of the weather station equipment has warned that the equipment will no longer be supported beyond 2021. A new contract is needed to include phased station upgrades (over 4 years), with on-going maintenance and servicing provision, as well as provision of station data (for use by a forecasting service provider in a separate contract).
There is a mix of technologies in the network which require a Economic Operator who has the proven technical capability to process and display data from all of weather station types.
The Economic Operator must therefore demonstrate that they have experience and competence in collecting and processing data from RoSA, RWS200 and non-invasive stations. These are all working on specific message formats using a combination of dedicated internet communications and dial-up processes to ensure reliable and efficient transfer of data/images.
The specification outlines the requirements for the provision and operation of a service to include the supply, operation, data quality checks, and maintenance of the network of the Outstations and associated Data Management System and On-line user Interface.
