The British Army Training Unit Kenya (BATUK) MEDEVAC and Aviation Support requirement is currently split into two requirements –
1) Combined Medical Evacuation (MEDEVAC), Kenya
A capability to transport, through medical evacuation (MEDEVAC), injured or ill Service personnel, Entitled Family Members, employees (in line with the Medical Rules of Eligibility) of BATUK from Point of Injury to an appropriate Point of Treatment.
2) Safe Operating Environment (SOE), Kenya
The SOE capability will cover all locations where exercising troops operate in Kenya. Locations change continually each year, and the enduring capability must be able to match the extant laydown throughout the contract life. The requirement is to assess training facilities and training area infrastructure for safety, intercept raining area incursions, assist with natural disasters and, or respond to emergency situations that may lead to a loss of life. Range clearance will ensure training areas, live firing templates and pre-arranged areas of interest to the Authority are clear of humans, livestock, and significant wildlife. Aerial Fire Fighting must be capable of fire suppression from the air, of a given area to ensure a safe place to train.

The Authority is conducting Preliminary Market engagement (PME) to gather information, ascertain the level of interest, gain insight into risks and issues not previously identified, develop the Statement of Requirement (SOR) and inform the commercial and procurement strategies for the provision of British Army Training Unit Kenya (BATUK) MEDEVAC and Aviation Support. The services are to be provided in Kenya.
Interested suppliers are invited to participate in the following activities:
• Industry briefing day with potential tenderers (06 January 2026).
• Request for Information (RFI) questionnaire (07 January 2026 – 30 January 2026).
How to participate:

• Time/date: 11:00-12:00 (GMT) on 06 January 2026.
• Location: Microsoft Teams (meeting link will be sent to participants prior to the event).
• Registration: Potential bidders interested in participating must notify the MOD point of contact, Laura Chapman, at army-comrcl-complex-proc-mailbox@mod.gov.uk by 12:00hrs (GMT) on 02 January 2026. Please include your company name, the names, positions and email addresses of attendees.
• Presentation Materials: Slides will be uploaded to the Defence Sourcing Portal after the event.

Clarification questions can be submitted via the Defence Sourcing Portal until 23:59 (GMT) on 20 January 2026. The final date for the Authority to respond to clarification questions is 23:59 (GMT) 23 January 2026.

Suppliers shall note that this PME is not a call for competition but is being conducted to gauge interest and explore options. The Authority welcomes the opportunity to engage with Suppliers and appreciates your input. However, Suppliers shall note that the Authority must comply with its legal obligations in any subsequent procurement exercise and ensure a level playing field for all participants. No commercial advantage will be gained from participating in this PME exercise.
The Authority reserves the right, at its sole discretion, not to proceed with any or all of the requirements outlined in this Preliminary Market Engagement exercise.

Please be aware that the price detailed is GBP however Kenyan VAT at 16% has been applied to the including VAT amount.

The changes to the notice are:
1. Title. Removal of “Emergency Response” from the title .
2. Procurement description. Removal of reference to “Emergency Response” from the title and description and reduction of requirements from three to two.
3. CPV codes. Removal of 63730000 – Support services for air transport and 85143000 – Ambulance services. Addition of 35612300 – Support helicopters and 34711500 – Helicopters.
4. Engagement process description. Changes made to the Industry briefing details, RFI details and inclusion of Kenyan VAT details.
