The UK government has signalled its intention to establish a major new procurement framework for tactical military communications, valued at up to £8 billion over an eight-year period. A pipeline notice provides advanced notification of the programme, referenced as RM6393, which is scheduled to run from June 2026 to June 2034. This long-term initiative presents a significant opportunity for prime contractors and sub-contractors specialising in secure military-grade communication and information systems.
The scope of the framework is comprehensive, encompassing the provision of hardware, software, and associated design, implementation, and support services. The requirement focuses on systems intended for deployment in active battlefield environments, where secure and reliable real-time data is critical to operational decision-making.
The notice also indicates potential for cross-government applications, suggesting that systems procured under this framework could be utilised by other defence and security departments beyond the armed forces, broadening the potential market for successful suppliers.
Commercially, the programme will be structured as a framework agreement. This approach is designed to appoint multiple suppliers who can then compete for specific projects and requirements as they arise over the life of the framework.
This model offers greater flexibility than a single-supplier contract and is intended to provide ongoing opportunities for a range of providers within the defence supply chain. The procurement is categorised primarily as ‘services’, reflecting a strategic emphasis on integrated solutions, system design, and through-life support rather than standalone equipment purchases.
This new arrangement is set to expand upon the existing Lot 1c of the RM6116 Network Services 3 agreement. However, RM6393 is expected to place a greater emphasis on fully integrated and supported systems. While the published total value of £8 billion (excluding VAT) is an estimate and does not represent a guaranteed spend, it positions this framework as one of the most substantial communications-related procurements planned by the UK government.
