Jim Carter, the Director General for Commercial and Industry at the UK Ministry of Defence (MOD), is the latest senior official to be confirmed as a keynote speaker for the Defence Procurement, Research, Technology & Exportability (DPRTE) event, taking place in March 2026. His participation adds significant weight to an already influential agenda, positioning the event as an essential forum for the defence supply chain to engage directly with the architects of the UK’s future procurement strategy.
Appointed to lead the MOD’s commercial function at a pivotal time, Mr Carter is tasked with implementing the recommendations of the Strategic Defence Review and driving the ongoing Defence Reform Programme. His address is anticipated to provide an authoritative update on the department’s evolving relationship with its industrial partners. He brings a wealth of experience from his previous role as Commercial Director for the Submarine Delivery Agency (SDA) and senior procurement positions within the Cabinet Office and the private sector at Network Rail and Cable and Wireless.
Mr Carter joins a growing roster of speakers who will address the critical challenges and opportunities facing the defence sector. For suppliers, from prime contractors to SMEs, his session will be a key opportunity to understand the practical application of the MOD’s commercial and industrial strategies. It is expected that he will detail the mandate of his new Commercial & Industry team and their role in reshaping the procurement landscape.
Of particular interest to the supply chain will be any insights into the continued roll-out of initiatives designed to improve access for SMEs. This includes the direct SME spending targets and the new support hub established to help smaller firms navigate the complexities of the defence market. As the MOD continues to refine its commercial processes to enhance innovation, resilience, and value for money, Mr Carter’s keynote will provide businesses with invaluable, high-level intelligence to inform their strategic planning and better align their capabilities with the future requirements of the UK’s armed forces.
