Expression of interest for consulting services to establish a consistent mechanism of tariff formation and implementation procedure.
A port authority has invited an expression of interest (EOI) to develop a policy for tariff formation and implementation. This policy will include existing and proposed terminals owned and operated by the authority or international/local terminal operators appointed by the authority under Bangladesh government guidelines.
The scope of the consulting work includes:
reviewing existing tariff structures and recommending a simplified, composite structure according to international best practice
recommending and assessing the feasibility of implementing market-based tariff structure for all terminals and preparing a standard operating procedure (SOP) for execution of the same
proposing a scientific mechanism for period tariff review and adjustments aligned with market conditions, inflation, and in case of changes in operations
recommending a governance and monitoring framework for the authority tariff regulation
furnishing a comparative study of tariff policy and rates between the authority, regional renowned ports and global renowned ports
The experience, resources and delivery capacity required is as follows.
The applicant must be an international consultancy firm with a minimum of 5 years overall experience on the preparation and assessment of a sea port tariff.
The eligible applicant under serial no. i must have a minimum of 3 years of specific experience of conducting consultancy services relating to fixation of tariff structure or tariff analysis or tariff study or pricing of services in any sea port facilitated with container, container cargo, general/bulk cargo and related shipping services (such as tug, salvage, pollution control and water supply).
The eligible applicant under serial no. i and ii must have experience of at least 2 works on sea port tariff having handling capacity of minimum one million twenty-foot equivalent unit (TEU) containers and 5 million tons cargo per annum. Regarding the said experience, documentary evidence must be submitted with the EOI application.
The firm must have adequate professionals specially experienced in sea port operation and fixation of tariff.
The foreign firm should have an associated local consul consultancy firm for coordination of the assignment.
The project will be implemented by the authority’s own fund.
