Defence industry suppliers across the UK are being urged to prepare for a significant wave of procurement opportunities, following the UK Government’s announcement of a £250M initial investment to future-proof His Majesty’s Naval Base Clyde (HMNB Clyde)—home to the Royal Navy’s Submarine Service and the UK’s nuclear deterrent.
This funding is part of the long-term Clyde 2070 programme, aimed at transforming the base into a modern hub capable of supporting next-generation submarines—including the Dreadnought-class and SSN-AUKUS attack boats. With full programme ambitions valued in the multi-billion-pound range, the MoD’s commitment represents one of the most extensive public defence infrastructure initiatives in decades.
For suppliers, particularly those working in construction, nuclear engineering, digital infrastructure, maritime systems, and logistics, this is a generational opportunity to support:
Early site enabling and master planning
Submarine-class transition infrastructure
Skilled job creation and supply chain localisation
Long-term sustainability and defence net zero goals
With over 3,000 businesses already linked to the Defence Nuclear Enterprise (DNE) across the UK—and plans to expand from 48,000 to 65,000 supported jobs in the next 10 years—the potential to scale or enter the defence supply chain is immense.
The government has explicitly stated its intent to engage SMEs, with a Defence SME Hub under development and new Defence Growth Deals being rolled out. Suppliers can expect multiple targeted procurements, covering:
Technical consultancy and masterplanning
On-site facilities and infrastructure upgrades
Submarine berthing and training accommodations
Security and sustainability systems
Scottish Secretary Ian Murray emphasised that small and medium-sized firms will play a critical role, saying: “This defence dividend for Scotland… will also create skilled jobs – including for small and medium-sized firms – boost the economy and help tackle the critical skills gaps facing the country.”
With over 26,000 jobs in Scotland already supported by MoD spend, HMNB Clyde remains not only the backbone of UK national security but a major driver of regional economic growth. Collaboration with local councils, especially Argyll and Bute, will help coordinate efforts to expand training programmes, housing, transport, and skills development—opening new pathways for regional suppliers and construction specialists.
Minister for Defence Procurement & Industry Maria Eagle added: “This multi-billion-pound investment in HMNB Clyde will keep the UK safe for generations while delivering on our Plan for Change and making defence an engine for growth.”
With a firm foundation laid by the £250M initial investment over the next three years, and long-term ambitions stretching through to 2070, this is a crucial time for suppliers to align with the MoD’s future vision and secure a role in one of the UK’s most strategically important programmes.
