4. Description: The Awarding Authority are looking to procure a supplier to carry out various design stage works for a tranche of works including the following:
Replacement of tunnel ventilation attenuators in the T5 branch of the Heathrow Rail network: RIBA 2 design and options study including the following elements:
Airflow modelling
Ventilation systems
Assessment of existing condition of surrounding M&E infrastructure in the context of vent system operation (e.g. fire rating requirements of equipment compared to operating parameters of vent system)
Attenuator/ducting design
Options for methodology to replace attenuators accounting for the above This will involve Civil/Structural considerations (e.g. special constraints, lifting, logistics, temporary works).
Replacement of circa 120 damper actuators across tunnel ventilation network: RIBA 2 design and options study to cover the following:
Assessment of current product suitability in terms of battery backup/fire resistance
Options for replacement considering compliance with operating requirements, fire rating etc.
Refurbishment/Replacement of Fan Drives: Solution development (RIBA3/4 stages) including:
Verification exercise to determine suitability of proposed solutions
Removal of 11 number DOL drives
Refurbishment/replacement of 8 number existing VSD’s
Installation of 3 number new VSDs
Upgrades required to Programmable Logic Controllers (PLCs) and associated software in association with drive replacement.
Refurbishment/replacement of 7 number dampers in poor repair: Solution development (RIBA3/4 stages)

Supplier selection will be based a Value Scorecard assessment toolkit.
The Value Scorecard approach will facilitate the Contractor’s evaluation to understand the suitability of the tendering suppliers using variable weightings for categories, such as Technical capability, Heath & Safety, Quality, Environmental and Sustainability, People, Commercial, and Price.
All suppliers will be required to undergo Costain Supplier Onboarding, (Business Assurance), and due diligence checks as a precondition to any resultant selection for and award.
