On June 2, 2025, the UK government unveiled its Strategic Defence Review (SDR), outlining a transformative approach to national security in response to evolving global threats. The review emphasises a shift towards ‘war-fighting readiness,’ increased investment in defense capabilities, and a ‘NATO-first’ policy framework.

The UK government’s Strategic Defence Review 2025 lays out a bold, future-focused vision for national security in an increasingly volatile global environment. Responding to the most serious and unpredictable threats since the Cold War, the review sets a course to make Britain safer at home and stronger abroad.

Key Themes:

Warfighting Readiness

The UK is shifting towards a state of high readiness for modern conflict:

  • Hybrid Navy: New Dreadnought and SSN-AUKUS submarines, modern warships, transformed aircraft carriers, and autonomous vessels.

  • 10x More Lethal Army: Upgraded with AI, software, long-range weapons, land drone swarms, and an aim to boost full-time troop numbers to 76,000.

  • Next-Gen RAF: Enhanced F-35s, upgraded Typhoons, autonomous aircraft, and future combat jets via the Global Combat Air Programme (GCAP).

  • Missile and Air Defence: Up to £1 billion for homeland air and missile defence.

  • CyberEM Command: A new command to protect the UK from constant cyber and electronic threats.

  • Sovereign Nuclear Warhead Programme: £15 billion investment, sustaining over 9,000 jobs.

UK Innovation – Lessons from Ukraine

  • Autonomous Systems: Doubling investment in drones and robotics.

  • Digital Targeting Web (by 2027): Up to £1 billion to digitally integrate UK Armed Forces.

  • Drone Centre: Accelerating adoption of unmanned systems.

Engine for Growth

  • Munitions: £6 billion investment, including £1.5 billion in an ‘always on’ supply pipeline and 6 new UK factories (1,000+ jobs).

  • Submarine Production: Up to 12 conventionally armed, nuclear-powered submarines through AUKUS.

  • Defence Innovation & Exports: £400 million to back UK firms and a new Defence Exports Office to grow international trade.

‘NATO First’ Strategy

  • European Leadership: First European hybrid airwings and laser-directed energy weapons in service.

  • Expanded Deterrence: 7,000 long-range weapons and 800 new UK jobs to bolster European security.

Whole-of-Society Defence

  • Military Housing: £7+ billion total investment, including £1.5+ billion to improve service family accommodation.

  • Youth & Cadet Expansion: 30% more cadets by 2030 and a new voluntary ‘Gap Year’ scheme.

  • UK Strategic Reserve: New reserve force established by 2030.

  • Navy Role in Infrastructure Security: Lead role in protecting undersea assets.

  • Defence Readiness Bill: New legislation to improve national resilience and industrial mobilisation.
