Description: This periodic indicative notice is to inform bidders of upcoming tender for Control system, Governor and Excitation system and Protection system renewal at SOG hydro power plants in the south of Iceland. SOG hydro power plants consist of three cascaded power plants: Steingrímsstöð, Ljósafoss and Írafoss.
Landsvirkjun, the owner and operator of the plants, is planning renewal of the above mentioned systems with works on site expected to start early Q1 in 2027.
To procure this revewal, Landsvirkjun expects to utilise the Negotiated Procedure, as set out in Article 50 of Icelandic Regulation 340/2017 and Article 47 of the Utilities Directive 2014/25/EU. However, it is expected that Landsvirkjun will reserve the right to accept the most economically advantageous tender initially received at the start of the tender stage. The procurement is expected to commence in summer 2025.

Title: Renewal of Control System; Governor and Excitation System and Protection system – SOG001306
Description: The tender is expected to consist of:
– Control system: Design, manufacture, test, delivery and installation, including commissioning for the renewal of the power plant control system and water level control system. The renewed system is expected to include all necessary components, hardware, software and programming for making the systems complete and for warranting a trouble free and safe operation. The SOG power plants will be mostly unmanned and the control system shall be designed and implemented to meet the Employer’s goal of remote monitoring and automated operation. The main items of the control system are expected to be as follows:
a. DCS system for area control, including all specified and necessary hardware, all specified and necessary software fully programmed, installed and tested
b. Local unit control for the generating unit, including all specified and necessary hardware, all specified and necessary software fully programmed, installed and tested.
c. Local control systems for the common station service systems, including all specified and necessary hardware, all specified and necessary software fully programmed, installed and tested.
d. Local control system for the plant gate equipment, including all specified and necessary hardware assembled in cubicles, all specified and necessary software fully programmed, installed and tested.
e. Advanced cascade control including joint control for the regulation of water levels and discharge.
– Governor and excitation system: Design, manufacture, test, delivery and installation, including commissioning for the renewal of the power plant governor and excitation system. The renewed system is expected to include all necessary components, hardware, software and programming for making the systems complete and for warranting a trouble free and safe operation. The main items of the systems expected to be supplied are:
a. Renewal of governor systems (scope varies between plants)
b. Renewal of excitation/AVR systems (scope varies between plants)
– Protection system: Design, manufacture, test, delivery and installation, including commissioining for the renewal of the power plant electrical protection systems. The renewed system is expected to include all necessary components, hardware, software and programming for making the systems complete and for warranting a trouble free and safe operation. The main items of the protection system to be supplied are expected to be as follows:
a. Renewal of electrical protection systems for auxiliary and common systems, including MV and station service systems, but excluding protections for transmission network.
The contractor will take care of all wiring and installation into cubicles in power plants. The contractor is expected to take care of all system design, programming, tests and commissioning. The Employer is expected to take care of cabling work between cubicles as needed. The contractor is expected to fully test every signal, indication, alarm, interlock etc. and guarantee that each one is fully working.
