4. Description: The Awarding Authority is an executive agency within the Department of Justice (DOJ), established on 1 April 2003. The Agency carries out the Department of Justice’s (DOJ) functions for the provision of youth justice services under the Criminal Justice (Children) (Northern Ireland) Order 1998 and Justice (Northern Ireland) Act 2002. These include: the delivery of a range of community based, court ordered and diversionary interventions; youth conferencing arrangements; and the provision of custody for young people in the purpose designed single Juvenile Justice Centre “Woodlands”, built on the existing site in Bangor, which became operational in January 2007. The Education and Learning Department within Woodlands offers appropriate learning and courses to meet the needs of all young people with a key aim of providing qualifications through relevant examination bodies. The Woodlands Education Department has been categorised as an Education Other Than at School (EOTAS) and is working in partnership with the Education Authority (EA) to provide an effective programme of education and learning for young people in the Agency’s care. The Buyer is seeking to establish a contract with a Supplier to work in partnership with the Buyer and EA and who will be responsible for delivering, assessing and accrediting a range of vocational qualifications to young people.
