4. Description: The previously published Prior Information Notices (PINs) were to alert the market of the ongoing Programme of contract activity
They also specifically addressed Tranche 1 in a series of opportunities to place four (4) new contracts for delivery of Apprenticeships under the AAP
The Army is one of the largest Employers of apprentices and operates as an Employer Provider with a mixed delivery model contracting out significant elements of Training and administration of the programme to Training Providers who are listed on the RoATP
The Authority is now initiating Tranche 3 and is seeking Service Providers to deliver part of, or all the apprenticeship qualifications covered under the three (3) distinct Contract Opportunities
Contract duration will be 6 years from 01 August 2025 for all Tranche 3 Contracts (Subject to continued provision of apprenticeship levy or Education & Skills Funding Agency (ESFA) funding).
The methodology and location for delivery of each apprenticeship varies according to the requirements of each Arm or Service.
Tranche 3 is intended to be run under Public Contracting Regulations (PCR) 2015 following the Open Procedure.

In accordance with ESFA funding rules on subcontracting, bidders must provide all services listed on the Contract directly
These Contract Opportunities will be for two Cap Badges each and interested parties are to note that each Cap badge has its own Governance process and are treated separately at the delivery level. The tender pack will confirm the specific delivery requirements for each Cap Badge
Under current plans, Army anticipates commencing the tendering for these Contracts in September 2024. A competition for each of these requirements, under the PCR 2015 Open Procedure, will be launched with release of the appropriate Contract Notice’s on the Defence Sourcing Portal
A bidders briefing event is planned to be held in Tidworth on the 11th September 2024.
