This is a Prior Information Notice published by the Procurement and Logistics Service (PaLS), Business Services Organisation (BSO) on behalf of Health and Social Care Northern Ireland (HSCNI) to seek engagement with the marketplace as PaLS are commencing work for a regional tender for Urinalysis and Urine Pregnancy Testing for the five main hospital Trusts.

This is a Prior Information notice published by the Procurement and Logistics Service (PaLS), Business Services Organisation (BSO) on behalf of Health and Social Care Northern Ireland (HSCNI) to seek engagement with the marketplace as PaLS are commencing work for a regional tender for Urinalysis and Urine Pregnancy Testing for the five main Hospital Trusts. The current contract has been in place since 2018 and there has been no engagement with the marketplace since 2016. In light of market changes, we would like to invite potential suppliers to engage with HSCNI and present their position in a Product Awareness Session in order to inform HSCNI professionals of any changes and/or developments in the area of Urinalysis and Urine Pregnancy Testing.
The objectives of the Product Awareness Session are:
• Gain insight on the market possibilities and innovative solutions.
• Gain a better understanding of the feasibility of the HSCNI requirements and the most appropriate procurement approach to follow.
• Gain initial supplier interest in supply and delivery / provision of Urinalysis and Urine Pregnancy Testing. This will include but not limited to:- Urinalysis and Urine Pregnancy
Meters, Test Strips, Barcode Readers and any associated consumables, Quality Control Materials, Software & Software Updates, Printers, Subscription for LearnHSCNI (This is an online learning management training system which enables delivery of digital, classroom and blended learning experiences to employees and external audiences. It helps track compliance across Trust teams by using certification also.) Licencing costs, Servers and External Quality Assessment
• Gain insight into possibility of a “combined” Urinalysis and Urine Pregnancy Meter.
• Gain insight on the Connectivity capability of the Urinalysis and Urine Pregnancy Meter

The product Awareness Sessions will be an opportunity for suppliers to present to a panel of HSCNI Professionals. The presentation will be scheduled to last approximately 1 hour per presenting supplier and will be required to: Provide a physical demonstration of their current Urinalysis Testing, Provide a physical demonstration of their current Urine Pregnancy Testing, To be available to respond to questions or clarifications from attendees following demonstration and presentation covering all aspects of system functionality and Provide a physical demonstration of their Middleware / Connectivity solution. The overall purpose of this session will be to update, educate and inform attendees of what is currently available in the marketplace and to assist on potential functional characteristics which could form part of the future tender specification. Your participation in any future tender is in no way connected to or dependent upon your attendance at this Product Awareness Session. Product Awareness Session is scheduled to take place in person at PaLs Conference Room, 77 Boucher Crescent, Belfast, BT12 6HU on Tues 23rd April 2024. Specific appointment times will be communicated to each supplier following the closing date of this Declaration of Interest. Only those companies who can confirm their ability to provide, demonstrate and potentially supply Urinalysis and Urine Pregnancy Testing will be invited to attend the Product Awareness Session. Please note: Neither BSO Procurement & Logistics Service nor the Trusts’ will be liable for any costs incurred by those companies attending the sessions. What you need to do now: 1)Request a copy of declaration of interest proforma from palsgransha.sourcing@hscni.net 2)Complete the Declaration of interest form 3)Submit your completed Declaration of interest form by emailing palsgransha.sourcing@hscni.net before the deadline at 12 noon on Thursday 4th April 2024 4)Ensure you will be available to attend on Tuesday 23rd April 2024 and be able to present your solution to the HSCNI Professionals.
