4. Description: Air Platform Systems Delivery Team (APS DT), part of the Ministry of Defence (“the Authority”), intends to place a nine (9) month extension to Contract APS/026 with Northrop Grumman for the in-service support and Post Design Services of Large Aircraft Infra-Red Counter-Measure (LAIRCM) Block 10 (“the Contract”) including repair, maintenance, technical engineering support, training, and associated spares provision. Northrop Grumman were responsible for the original development and maintenance of this counter measuring hardware installed on multiple platforms. The Authority has determined this single source contract is excluded from Defence and Security Public Contracts Regulations 2011 under Regulation 7(1)(a) in conjunction with Regulation 6(3A) (a). Northrop Grumman are the only supplier with the necessary technical knowledge and experience to provide the required maintenance, technical support and post-design services to the LAIRCM Hardware.
