4. Description: MORPHEUS is a sub-programme of the Land Environment Tactical Communications and Information System (LE TacCIS) programme run by the TacSys Service Executive (SE). It will deliver the next generation of TacCIS to forces operating in the LE, inclusive of the Royal Navy in the littoral environment and elements of the Royal Air Force. The transformation of TacCIS delivery through MORPHEUS will enable the Ministry of Defence (MOD) to become the MORPHEUS System Design Authority (SDA) and have the ability (both commercially and technically) to make critical system-level decisions. In addition to updated and new capability, MORPHEUS will deliver an open architecture that will enable evolutionary capability development in a way that has been impossible before.
The BEARERS project is looking for information from industry to gain an awareness of bearer technology and its future development to inform future MORPHEUS requirements. This is a discovery exercise and will not lead to a procurement at this stage. This technical survey will cover the following areas:
a. Bearer capability, waveforms and electromagnetic environmental management and techniques.
b. Resilience techniques and validation.
c. Antenna and physical layer effects.
d. System management, integration and security.
e. Platform integration including modularity.
The survey will be available at Defence Share on 25th September 2023 (please see the weblink below for access), and should your company be able to offer support could you please complete. The Authority may invite companies for further engagement to understand the technical detail of their responses, whilst others may cover this by providing supporting information alongside the survey by email (detailed in survey). The choice for further engagement has no bearing on future commercial activities and may be related to nuances in the survey response.
The deadline for responses is 12:00 on Monday 23rd October 2023.

The BEARERS Project recognises that companies may not be able to provide all the capabilities implied in the survey but may be specialist providers. These are equally as important to inform the project of current future, emerging and novel technologies in the bearers space which will inform the MORPHEUS bearer requirements and should not be put off by the scope of the survey.
