The Authority is considering placing an 8-year contract (5-years fixed with three 1-year options) This will involve:

The annual supply of a quantity of (approximately 150-200 boxes of 200) of 0.338 Blank Sniper Training Cartridges to predefined standards. The 0.338” Blank requirement is used for sniper training and qualification with the L115A3/4 Sniper Rifle. The L115A3/4 .338 Sniper system is Bolt operated; it fires special 8.59mm ammunition in single rounds using a detachable five round capacity magazine.
It has an adjustable bipod which can be detached and has a 5-25 x 56 adjustable
magnification telescopic sight. The weapon can be tailored to fit the sniper’s personal requirements.

.338 Sniper ammunition consists of Ball, Armour piercing (AP) and blank. The Blank Cartridge consists of a brass cartridge case into which is pressed a percussion cap. The cartridge case contains the propellant for the AP and Ball, with differing propellant composition in the Blank, the Blank cartridge having no projectile

The User requires the ability to train with blank ammunition on the L115A3/4 Sniper Rifle, Blank cartridges are used during the qualification of Sniper Operators during the Stalking phase of the course and for use with the Tactical Engagement system (TES) for TES exercises.

Following introduction into service difficulties with 338 blank Cartridge in user training the following problems were reported:

• Integration issues when using TES.
• Excessive muzzle flash and smoke which made it unsuitable for sniper training as his position could be observed too easily.
• Muzzle flash was reported as extreme and setting fire to any dry scrub in front of the firers position causing a range fire hazard and again affecting the sniper’s ability to train, as a key training objective is for a Sniper to fire from concealed positions.

Any supplier will need to ensure the above issues are addressed to meet the specific technical requirements of this cartridge.

• the Contractor will be required to manufacture new cartridges. Production of cartridges shall be IAW the user requirement, previous propellant has shown to produce muzzle flash that affects training scenarios.
• The Contractor would have to engineer and manufacture the cartridges to meet the user requirements, this would be conducted via a series of technical trials, with ITDU and time taken to conduct evaluation of a new cartridge.

The procurement of new ammunition to meet User Sniper Training needs and which will offer the authority a best value for money supply solution.
