Section V: Summary of Requirements / Description of Work
Summary of Requirements / Description of Work: Nuclear safety services. The requirement is currently delivered by an in-house team and so to confirm there is not an incumbent supplier. There are two principal requirements:
1) Generation and delivery of an industry leading safety case and safety management system for Nuclear Weapon related activities at RNAD(C).
2) Develop and mentor staff from the Authority and those based at RNAD(C) to up-skill and grow the in-house capability, ensuring the provision of highly capable and enduring safety management resource.
General:
– The successful provider team needs to be predominantly based at RNAD(C) to fulfil the requirement as close engagement with operations, facility staff and the existing safety team is essential (and also for access to required IT).
– The successful provider will be required to have expert knowledge of complex and high-hazard safety cases with preference to those with strong Nuclear Weapons and/or Ordnance, Munitions and Explosives backgrounds.
– The successful provider will be required to assemble a training needs analysis and deliver training packages to up-skill the Authority’s staff to a level where they can take over the safety case development and maintenance.
– To provide a rough estimate of team size, we are indicatively looking for a team of around 7 subject matter experts.
– It is not anticipated that there are any TUPE considerations associated with this procurement.
