1. Summary of Requirements / Description of Work: Information technology services. The UK MoD has a requirement for the procurement of support for an existing Geospatial Intelligence System, including processing, exploitation and dissemination of imagery, maps, charts and geographical data. PICASSO Allied System for GEOINT (P-ASG) systems are critical to a range of key MOD operational outputs including: UK processing, exploitation and dissemination of US national technical means and other satellite imagery; production of authoritative maps, charts and digital geographic data for pan-Defence use; and field deployable geographic support. Continuity of contracted support is required to sustain 65 operationally critical systems across all security domains.

Continuity of operations (COOP) must be maintained via the provision of both Authority and Contractor provided Information Technology Service Management (ITSM), which in turn enables the effective delivery of the P-ASG IT Services in support of the primary UK end user, the National Centre for Geospatial Intelligence (NCGI) key business capabilities and outputs.

The new PICASSO ITSM contract will provide the opportunity for both the Authority and Contractor to more closely align with the formal adoption of industry best practice – Information Technology Infrastructure Library (ITIL) frameworks, as well as review and deploy their shared resources to perform PICASSO ITSM more effectively.
The term of this contract will be for 3 years, with the possibility of extension through a priced 1 year option.

Responses to the PQQ will be assessed by the IMaGE Delivery Team, answers in Part 1 of the PQQ will be assessed on a pass or fail basis, respondents are required to pass every question in Part 1 of the PQQ, if responses in Part 2 of the PQQ are to be considered. Answers in Part 2 of the PQQ will be marked on a 0-5 scoring system and this will be multiplied by the relevant weighting. The Authority will down-select 4 bidders for ITN process based on a 55% marking of the overall scoring criteria for the PQQ. If more than 4 bidders score 55% or greater, the top 4 scoring bidders will be down-selected for the ITN process.

The Cyber risk of this contract has been assessed as “HIGH”, in accordance with Defence Cyber Partnership Security Model.

Due the security classifications and timelines surrounding this project it is necessary for suppliers to hold List X status by issue of the ITN documentation. The authority reserves the right to not take forward any bidder who does not hold List X status by this time.

The estimated average annual contract value is circa £20-30m (ex VAT). If the estimated annual contract value is greater than 40% of the supplier’s turnover, the Authority reserves the right to exclude the supplier from being selected to tender except where the supplier provides, to the satisfaction of the Authority, evidence showing it has sufficient economic and financial capability, e,g, parent company or bank guarantee.
