Short description of requirement: Technical support services. Defence Fuels, Lubricants and Associated products (FLAP) are required by MOD for use in equipment and platforms across each of the FLCs. It is therefore critical to ensure that all product specifications used within Defence are fit for purpose.

Introduction
2. We would like to invite your company to answer a few questions that will help with how we structure the tender documents going forward.
3. This RFI is not a bidding opportunity but a means by which industry can provide information. Any resulting procurement activity will be conducted competitively.
Background
4. Defence Fuels, Lubricants and Associated products (FLAP) are required by MOD for use in equipment and platforms across each of the Front-Line Commands (FLCs). It is therefore critical to ensure that all product specifications used within Defence are fit for purpose.
RFI Procedure
5. This RFI will be advertised on the Defence Contracts Online (DCO) and Contracts Finder and issued to all who request an RFI together with other companies whom the MOD believes may be able to provide useful intelligence on this requirement.
6. Responses to this RFI will be reviewed by subject matter experts from different functional areas within the MOD. Any details provided in response to this RFI will be used for information purposes only and will not be used to determine the potential Suppliers who will be invited to bid, should the Authority proceed to tender. Nor will responses be used to determine the Authority’s requirement.
7. The results and analysis of this RFI shall not constitute any form of pre-qualification exercise. Any formal procurement process will be undertaken in accordance with EU Procurement Law.
8. Nothing in this RFI, or any other engagements with Industry prior to a formal procurement process, shall be construed as a representation as to the Authority’s ultimate decision in relation to the future requirement.

The Requirement
The MOD requires routine quality assurance testing of fuels, lubricants and associated products in line with STANAG 3149 latest issue Type B2 testing, or STANAG 4714 latest issue, or as directed by the Defence Strategic Fuels Authority (DSFA).
Can your company fulfil these requirements in line with the above standards/regulations?
Work is to consist of the following:
Analysis of routine samples provided by MOD units in compliance with the MOD policy dictated in JSP 317.
Logging of samples and input of test results (by product type) onto a computer-based laboratory management system.
Identification and subsequent analysis of sample/product non-conformance in consultation with the DSFA, followed by provision of comprehensive conclusions and recommendations on causes and remedies.
Determination of the quality of fuels and lubricant receipts and issues from Oil Fuel Depots and Royal Fleet Auxiliary vessels authorised to hold MOD owned fuel.
Re-certification of bulk products as fit for purpose after prolonged storage, suspected contamination, or when quality is in doubt.
Carry out Millipore testing in accordance with test method IP216 or IP423 as appropriate.
An occasional requirement for testing of samples outside normal office hours.
