Reason for Award: Following a market investigation Robin Radar were the sole operator capable of providing the POC safety demonstrator in the required time period.

Justification For Non-Competitive Decision: The Rapid Capabilities Office part of the UK Ministry of Defence (“the Authority”), intends to award Robin Radar Systems B.V. (“the Contractor”) a contract for a Proof of Concept for advanced bird detection radar system at RAF Lossiemouth. With an estimated value of £335,000 Ex VAT.
The contract shall be for a twelve-month proof of concept demonstrator. In that time the Authority shall independently collect data from the usage of the POC to demonstrate the efficacy of the technology and subject to that demonstration construct an FOC requirement that can be competed at the end of this contract. An option will be included to extend the contract for a maximum period of three months to ensure that capability is not lost while awaiting completion of the future competition.
The procurement strategy is to make use of the Non-Competitive Negotiated Procedure under the PCR 2015. This approach is justified under PCR 2015 Regulation 32 (5) (a), as the products supplied are intended wholly for research and study purposes and includes no quantity production. Over the course of the research period the operating unit will continue to make use of its existing manual system for bird detection in parallel with the POC demonstrator. A market survey has been performed within the RCO, which has identified Robin Radars as the sole operator capable of providing an off the shelf 3D bird radar in the required timelines. For this reason, PCR 2015 Regulation 32 (2) (b) (ii) is also applicable, as the specifications of the P8 aircraft set to be flown from RAF Lossiemouth means that there is an imminent risk to life from increased probability of bird strikes if an effective 3D Bird Radar is not deployed in the short term.
